- This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. NAICS code applicable to these services is 541711, Research and Development in Biotechnology and the associated size standard is 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Notice must have the capabilities to provide the below services at time of award. Background: The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), seeks a contractor to provide high-quality, large-scale, Single Nucleotide Polymorphism (SNP) genotyping including, but not limited to, obtaining the samples, ordering the genotyping assays, obtaining reagents, genotyping SNP’s, repeating failed genotyping reactions, genotyping additional SNP’s to compensate for those that failed, assessing genotype quality, analyzing the data to produce a clean data set, transferring the data, and indirect, facilities, and/or administration services. The overall objective of this acquisition is to identify genetic variants associated with measured phenotypes, disorders and diseases in The Hispanic Community Health Study / Study of Latinos (HCHS/SOL) through the application of large-scale genotyping for genome-wide association analyses. In collaboration with the National Center for Biotechnology Information (NCBI), the NIH has developed a data resource (dbGaP) for qualified approved investigators that will integrate genome-wide genotypic information with phenotypic information from HCHS/SOL. Following deposition to dbGaP, access will be provided to approved members of the scientific community to perform genome-wide association analyses and thus identify genetic variants that are associated with measured phenotypes, disorders and diseases. Technical Requirements: 1)Provide personnel with expertise and experience in high throughput large-scale genotyping, general laboratory management, and quality control (QC) (used here and throughout encompassing quality assurance and quality control activities). 2)Provide personnel with expertise in DNA preparation, aliquotting, labeling, whole genome amplification, and shipping, and minimum acceptable standards for DNA quantity and quality for samples submitted for genotyping. 3)Provide personnel with expertise and experience in sample receipt, tracking, handling and storage; develop and implement procedures for these activities. 4)Provide personnel with expertise in bi- and tri-admixed population to provide sufficient recommendations for issues unique to these populations (including sample assignment within arrays and methodologies for allelelic determination and QC unique to admixed and multinational populations). 5)Provide personnel with expertise and experience in genetic analyses for data cleaning. 6)Provide personnel with expertise and experience in the secure physical and electronic transfer of large-quantities of genetic data. 7)Provide raw data and coding information to the Project Office or its designee on request in a complete and timely manner. 8)Provide Weekly Status Reports to the Project Office and designated committees. The Weekly Status Report shall summarize the status of the genotyping, the weekly QC data, the weekly production, completeness, call rates and error rates. 9)Provide materials and information promptly and communicate with the Program Office and the host study frequently and regularly. 10)Maintain the confidentiality of the data received, produced, and distributed. 11)Provide secure backup of all data essential to the project, including but not limited to all genotyping data generated (including raw data), study data received, sample tracking and storage information, and QC information. 12)Receive and process data and samples from The Hispanic Community Health Study / Study of Latinos (HCHS/SOL), including: a. Verify and obtain records of Institutional Review Board approval(s) for the study prior to accepting samples for genotyping; b. Receive, track, and store DNA samples and accompanying data from the HCHS/SOL in preparation for genotyping. 13)Initiate genotyping of a panel of 2,000K (MAF > 2.5%) or more assays on all samples received (approximately 14,000) within the first two months of contract award. 14)Genotyping platform should contain data (rare and common variants) from 1,000 Genomes project. Coverage of African, European, and Amerindian populations should be described. 15)Complete genotyping of the 2,000K or more panels on all samples received (including quality control measures during production to identify genotyping errors and sample mix-ups). Quality control methods should include both positive and negative controls. Error rates shall be less than one (1) percent and call rates greater than ninety seven (97) percent. 16)Perform data cleaning including but not limited to: checks for Hardy-Weinberg equilibrium, Mendelian inconsistencies, and degrees of relatedness. 17)Transfer sample identifiers including electronic and genetic barcodes; a complete, cleaned data set including intensity data; and work products for failed genotypes to NCBI within six months of genotyping initiation pending Project Officer approval. 18)The organization’s Institutional Review Board (IRB) or equivalent must approve the Contractor for handling human DNA. Contract employees in contact with human DNA or data derived from these human subjects must provide Certification of Human Subjects Training prior to a contract award. In addition, the following optional requirements: (1) The contractor will note availability of overlapping genotyping platforms that will allow Program Office pricing flexibility. For example, availability of 1,000K and 2,000K platforms with a high degree of shared SNPs. (2) Availability of supplemental chips to address Hispanic specific SNPs should be highlighted. (3) Availability of 4,000K or greater arrays (MAF ≥1%) as an alternative to the 2,000K or more chip platform. (4) Please indicate if your genotyping process has been approved for Clinical Laboratory Improvement Admendments (CLIA) for High Complexity Testing. Interested qualified small business organizations should submit s tailored capability statement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern’s name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Evanthia Bouzis, Contracting Officer, at bouzise@mail.nih.gov in either MS Word, or Adobe Portable Document Format (PDF), by Friday, June 10, 2011, 2:00PM, EST. All responses must be received by the specified due date and time in order to be considered.
