Description
It is the intent of the National Library of Medicine to procure on a sole source basis with Spiral Software, 113 Upper Pasture Rd., Norwich, VT 05055, under authority 6.302, for Amion OnCall Enterprise Licenses. NIH Signal Page services is a 24/7 call center that supports the general public, the Clinical Center, the Clinical Research Center and the NIH community. Signal Page services are responsible for maintaining and updating over 80 on-call schedules on a monthly basis. NIH Signal Page services requires the ability to organize any number of schedules into a single online display that will provide the page operator legible and navigable on-call lists and provide the opportunity for Clinical Center departments to update their own schedules. In addition, NIH Signal Page services also requires the ability to populate the departments on-call list automatically, the ability to view assignments, page colleagues, download personal calendars to a PDA, submit special requests and swap shifts online. These requirements must be met to support the needs of the NIH Signal Page services. Spiral Software offers a proprietary enterprise system Amion On-Call Scheduler that meets the NIH Signal Page business requirements to provide continuity of operations support to the clinical research hospital environment as well as the general public. This notice of intent is not a request for competitive proposals. However, all responses received no later than the closing date of this announcement will be considered by the government. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purposed of determining whether to conduct a competitive procurement.
