- This is a sources sought synopsis seeking information from any firms that have an interest in submitting an offer as a prime contractor for the following description: The project consists essentially of, but is not limited to furnishing all plant, equipment, supervision, labor, supplies, services and materials required to repair floors and joints and the application of floor coatings to hangar and shop floors on Dover Air Force Base, Delaware and incidental related work. The work shall be located as shown on each individual work request, approximately as indicated. This requirement consists of a base year and four one year options. The base project magnitude is between $500,000 and $1,000,000. Option year one magnitude is between $500,000 and $1,000,000, option year two magnitude is between $500,000 and $1,000,000, option year three project magnitude is between $1,000,000 and $5,000,000 and option year four magnitude is between $1,000,000 and $5,000,000. An Epoxy Flooring Requirements contract is sought. It is required that all interested and qualified firms respond with a capability statement similar to your marketing package used in the everyday course of doing business. Oral communications ARE NOT acceptable in response to this notice. The Government will utilize the following information in determining acquisition strategy: (1) summarize how your company is uniquely capable and qualified to handle this type of construction; (2) summarize projects completed similar to the project outlined above. The list of relevant projects may include names of the project team members and firm, point of contact (contracting officer and QAE/inspector) with titles, phone and fax numbers, project scope, and type of contract; (3) bonding: provide your bonding capacity per contract and aggregate. (4) A statement of your current business size status under the NAICS code 238330, Flooring Services. In your response, also indicate whether you are a HUBZone small business, service-disabled veteran-owned small business, 8(a) contractor, small business firm, or large business firm. The information above must be submitted in written format via e-mail to sequoyah.guinn@dover.af.mil. This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be Central Contractor Registered (CCR). The CCR website is: http://www.ccr.gov/. The successful offeror must also have an active Online Representation and Certification Application (ORCA). The ORCA website is: http://orca.bpn.gov/. The information/capability statement must be received not later than June 10, 2011. This sources sought notice should not be construed in any manner to be an obligation to issue a contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request. No solicitation is currently available. 5352.201-9101 Ombudsman. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
