Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to acquire Instructor Services for Musical Instrument Training at Joint Expeditionary Base Little Creek located in Virginia Beach, VA in support of the School of Music (SOM). It is intended that this requirement be solicited as a commercial item as a set-aside for small business. The successful contractor or partnered institution must have the ability to prepare students for duty as military musicians by demonstrating skills at or above minimum course graduation standards. The instruments in need of instruction are as follows: French Horn, Electric Bass, Euphonium, Tuba, Oboe, Bassoon, and Piano. The resultant solicitation shall include a twelve month base period base period beginning 01 September 2011 and contain provisions for two (2) additional, consecutive, twelve (12) month option periods. This is a synopsis for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government intends to award, on a small business set-aside basis, a fixed price, indefinite delivery, indefinite quantity contract to the eligible, responsible offeror whose offer represents the best value to the Government, considering price and technical factors, with technical factors more important than price. The closing date for receipt of proposals will be established in the RFQ. The applicable North American Industry Classification System (NAICS) Code and size standard are 611610 and $7.0M, respectively. All responsible sources may download the solicitation and submit a quote, which shall be considered by FISC. The Government will not pay for information received. The RFQ will be made available electronically upon its release at: https://www.neco.navy.mil on or around 3 June 2011. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.
