Description
This is a notice of the Government's intent to solicit, negotiate and award a contract using other than full and open competition to Virginia Polytechnic Institute and State University, 409 Durham Hall, Blacksburg, VA 24061. The agency requires the contractor to perform quantitative microbial risk assessments for food safety and develop a retail survey for Listeria Monocytogenes (LM) in various ready to eat foods; as well as develop a new quantitative risk-ranking model for listeriosis (per serving and per annum risk) in all ready to eat products consumed in the U.S. Virginia Polytechnic Institute and State University previously designed the survey protocol for collection of retail samples; collection and analysis of data; performed construction and coding of the various LM risk assessment models including updates to the original risk ranking; wrote the draft and final reports; developed responses to external peer review panels and public comments; presented both progress reports and final conclusions to the general public, industry and consumer group stakeholders, senior USDA management, interagency committees, and scientific conferences; and worked closely with FDA modelers. The solicitation number is AG-3A94-S-11-0042. This procurement will be conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Authority: 41 U.S.C. 253 (c) (1). Parties interested in future announcements shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above which shall be considered by the agency.
