Description
THIS IS A PRE-SOLICITATION NOTICE. NO RESPONSES ARE NECESSARY. Synopsis: Fort Polk FY11VOLAR Barracks Renovations CONTRACT INFORMATION: This construction contract will be procured through a design/build (D/B) one step request for proposal (RFP) process with full and open competition. This is a DESIGN/BUILD project for the design and phased reconstruction of 8 barracks buildings, to include sitework and drainage improvements. The goal is to provide healthy apartment style barracks free of mold and free of potential for mold growth and provide a better living environment for the soldiers that will last for the next 20 years. The intent of the project is to minimize vapor transmission through the building envelope, improve energy efficiency, eliminate standing water in crawl spaces, provide dehumidified make-up air to provide proper space relative humidity, sealing the building envelope to minimize infiltration. Design shall take into account the humid climate and the effect of high winds and rain. Equipment, control strategies, and building materials shall be selected to minimize energy usage. The project location is at Fort Polk, Louisiana. The facilities to be designed and reconstructed include, but is not limited to, eight existing barracks, Buildings 1054, 1152, 1266, 1268, 1344, 1566, 1567, and 1568. Work includes hazardous material survey and abatement, demolition of all interior walls, ceilings, floor finishes, furring, insulation, fixtures, casework, doors, frames, hardware, windows, ductwork, water and sewer piping, chilled and hot water distribution piping, electrical demo, exterior brick removal, and reconstruction of new living units to house one soldier per room, enclosure of the existing stair wells, construction of laundry facilities and day room in each barracks building. Supporting work includes, but is not limited to, replacement of water and sewer service lines, connection to the existing Central Energy Plant, site work and drainage improvements, landscaping, fire protection sprinkler and fire detection systems for the barracks, solar heating for domestic hot water. Antiterrorism measures, mass notification, interior design services, are required per UFC as per the Barracks Center of Standardization (COS) standard for permanent party barracks. These barracks are intended for occupancy for able-bodied soldiers; access for individuals with disabilities is not required. LEED Silver certification for each barracks is required. The RFP is anticipated to be issued on or about 10 June 2011, and offers will be due on or about 21 July 2011. No public bid opening procedures are applicable to this solicitation. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value evaluation criteria with the following evaluation factors: Design Technical, Performance Capability, Past Performance, Proposed Contract Duration and Summary Schedule, Small Business Participation, and Price. Anticipated award date is 29 September 2011. Anticipated project completion date is 26 Mar 2015. The magnitude of this project is between $100,000,000 and $250,000,000. Period of Performance is 1330 calendar days after Notice to Proceed. The successful offeror is required to perform at least 15 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2011 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1522. The FSC is Y163. This Bid is unrestricted and all qualified, responsive, responsible firms may compete. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the internet address below titled 'Solicitation External Reference'.. Plans and specifications will not be made available in paper format or on compact disc. It is the Offerors responsibility to monitor the FedBizOps website for amendments to the solicitation. You must be registered with the Central Contractor Registration Database,(CCR), to receive a Government contract award. You may register with the CCR at http://www.ccr.gov/.
