- F11PS00842 This is a notice of intent to go Sol Source in accordance with FAR 6.302-1 for the following items: IDIQ for base plus four option years of, Decimal Coded-Wire Fish Tags, Equipment, Automated Fish Marking Trailers, supplies and maintenance. Vendor: Northwest Marine Technology PO Box 427Shaw Island, Washington 98286 The Columbia River Fisheries Program Office (CRFPO) has conducted a program to mark fish since the 1970s. Approximately 18 million fish are tagged or clipped each year in this "traditional" marking program. The Fisheries Program, Region 1 (CRFPO and Western Washington Fish and Wildlife Office), began operations in Fiscal Year 2005 of recent Congressional legislation that mandates mass marking of hatchery fish that are produced for the purpose of harvest. This mandate increased to approximately 32 million fish that will be tagged or clipped each year. The operations are conducted at state, federal, or tribal fish hatcheries throughout the Columbia Basin (Columbia and Snake rivers). This proposed acquisition meets the requirements of the cited authority because Northwest Marine Technology (NMT) is the sole manufacturer and distributor of automated fish marking trailers, equipment, tags, and marking supplies. There are no other vendors of manual or automated adipose fin-clipping and coded wire tagging equipment. NMT automated systems are unique in their capability to automatically inject Coded Wire Tags (CWT) and excise adipose fins on juvenile salmonids. Northwest Marine Technology can meet equipment, coded wire tags and supplies required in FY11 - FY16 to enable the Service to meet its traditional, ongoing marking program as well as fulfill the Congressional mandate of mass marking hatchery-reared salmonids. The automated fish marking and tagging trailers are new, state-of-the-art equipment and technology. Operational features include adipose clip and tag (tagging on SCT model) of salmonids ranging from 57mm to 142mm total length; 60 thousand fish processed per shift with one skilled operator and four manual markers; sort up to seven different size categories; and no anesthetic required. The Marking and Fish Sorter systems include Windows controller with touch screen interface, UPS backup, report printing, and constant progress monitoring. The Marking system includes use of six patented Volitional Entry devices. The Fish Sorter includes seven size-sorting ports, and dual exit volitional entry device, water jet fish separation, and fish containment system. The AutoFish System is manufactured exclusively by Northwest Marine Technology and protected by U.S. patent (5,324,940). Other patented products/components for use in manual or automated marking include: a) coded wire tags (CWTs) and CWT injection equipment. CWT detection equipment and parts and repair for injection and detection equipment are manufactured and distributed solely by NMT. Each group of tags is made for a specific agency containing a unique batch or individual code. NMT's tags, injection and detection equipment are protected by several U.S. patents (4955396, 4655396, 4753193, 5134370); b) the Visible Implant Elastomer (VIE) tagging system. The VIE utilizes a specially developed, biocompatible and medical grade elastomer material that provides externally visible, internal marks. The elastomer is injected as a liquid into tissue with a needle and then cures into a pliable solid. The elastomer material and the equipment to inject elastomer are manufactured by NMT and protected by U.S. patent (5,324,940); c) the Visible Implant Alphanumeric Tag. This is a pliable, fluorescent tag and has a coding scheme of three alphanumeric characters. This tag is manufactured by NMT and protected by U.S. patent (5,324,940). No other vendor is known to manufacture and distribute these or similar items.
