Description

The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to solicit, on an Other Than Full and Open Competition basis, for the acquisition of technical support services that facilitate Naval Supply Systems Command (NAVSUP) support of the Navy Enterprise Resource Planning (ERP) Single Supply Solution (SSS). The services will be accomplished through a modification extending the performance period under the existing contract N00189-07-D-Z045. The extension will consist of a 2-month period to enable continued performance of the required services until a follow-on contract is awarded. The extension is for commercial services for which the Government intends to solicit and negotiate with only one source (CACI, Inc.,-Federal, 14151 park Meadow Drive, Chantilly, VA 20151-2218), under the statutory authority permitting other than full and open competition, Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The applicable NAICS code is 541614 with a size standard of $7M. Work performed under this extension will continue to support NAVSUP and the Navy Enterprise Resource Planning (ERP) Program Management Office (PMO). The work is performed primarily in Mechanicsburg, PA, Philadelphia, PA, San Diego, CA, or Norfolk, VA, but may also require work in Annapolis, MD. The contractor ™s efforts focus on providing functional and technical program support for testing, deployment and sustainment of the SSS increment of the Navy ERP, other ERP initiatives as well as support of legacy systems until they are replaced by the Navy ERP solution. The scope of this effort provides functional, technical, analytical, and administrative support services to NAVSUP to ensure the successful working of business process improvement evaluations, testing, deployment and sustainment of the Navy ERP SSS release. The Government requires an extension for two (2) additional months through 30 November 2011. CACI, INC-Federal, as incumbent under Contract N00189-07-D-Z045, is considered the only contractor that can provide all services in the required timeframe. This extension is necessary because award of the follow-on contract is not anticipated to take place until approximately October 2011, there is a 60-day required transition period between the current and follow-on contracts, and the Government has a continuing need for the services being provided under the current contract. This notice of intent is not a request for competitive proposals. However, the Government will consider all requests within forty-five days after the date of publication of this synopsis. The Government will not pay for information received.
