Description
Community Health Education, Outreach, and Training in the Navajo Nation The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Agency for Toxic Substance and Disease Registry (ATSDR), intends to award a sole source firm-fixed price contract for Navajo Nation Division of Health (NNDOH), PO Box 2280, Window Rock, AZ 86515. The contract will be for a base year of 12 months with 2 option years of 12 months each. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The purpose of this contract is to provide support for ATSDR's by conducting community health education, outreach and training activities to address the public health impact of non-occupational exposure to uranium among Navajo mothers and their infants. Improving health information access to tribal populations requires knowledge of the tribal community, trust, and an understanding of cultural differences. When working with tribal communities, relationship building is important and is not always transferable to others.The scope of work in the contract involves (1) facilitating culturally appropriate fairs, forums and various community outreach events in order to raise awareness regarding the potential adverse health effects resulting from uranium exposure (2) facilitating culturally appropriate fairs, forums and various community outreach events in order to raise awareness regarding the positive impact of seeking early and consistent prenatal care (3) enrolling participants in a birth study as part of ATSDR's cooperative agreement (3) administering surveys and collecting and managing survey data and (4) collecting and managing environmental information to aid in understanding of the public health impact of uranium exposure among pregnant Navajo women. NNDOH is the only organization that possesses the unique skill set to develop a level of trust in the community that is unparalleled and has an in-depth knowledge of the historical and cultural complexities of the Navajo people. Even with many residents still lacking electricity and running water, NNDOH has consistently met the challenges of delivering culturally sensitive health care services and health education programs to the Navajo people. NNDOH is the only organization that has cultivated long term health education relationships at the local level in the Navajo Nation. For over 30 years, NNDOH has provided culturally sensitive healthcare services, community health education, and outreach programs to the Navajo Nation. Through NNDOH's Community Health Representative (CHR) Program, traditional beliefs are utilized to provide community-oriented heath promotion, disease prevention, advocacy, and primary care services to the Navajo Nation. The CHRs are fluent in the Navajo language. They are trained health education specialists that live and work in the Navajo Nation, and serve as liaisons between the health care providers on the reservation and the Navajo community. CHRs provide community health education, conduct home visits to patients, and provide transportation to health facilities for those in need. By empowering members of their Navajo tribe to be advocates of healthy behavior and education, CHRs have established a strong level of trust in the Navajo community. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to NNDOH. CDC believes that NNDOH is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
