- FAR 52.212-2 and ADDENDA TO FAR 52.212-1 52.212-2 -- Evaluation -- Commercial Items. (Jan 1999)(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirement as defined by the SOW; the following sub factors will be evaluated to determine the offerors technical capability rating. I.Demonstrated knowledge of and experience appraising twentieth century paintings of various mediums (oil, watercolor, ink, pencil, etc.) supported with submission for review of three or more examples of contractor's completed art appraisals for twentieth century paintings. II.Appropriate education (e.g., Bachelor of Fine Arts) and a minimum of five years of experience as an art appraiser supported with submission for review of a professional resume. III.Demonstrated ability to provide timely and accurate documentation, and adhere to strict contractual obligations and professional guidelines and standards, supported with submission for review of three or more professional references for whom the contractor has performed appraisal services. IV.Certified member of and in good standing with a professional appraisal association, specializing in the appraisal of personal property with an emphasis in twentieth century paintings. V.Familiarity and successful completion of a Federal or state government contract (i.e., Past Performance). (ii) price; (iii) past performance (see FAR 15.304);Technical and past performance, when combined, are approximately equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Addenda to FAR 52.212-1, Instructions to Offerors. Offerors are required to submit their proposals in three (3) separate volumes: Technical Capability, Past Performance, and Price - not to exceed 25 pages. Failure to provide proposals in the format identified may render the offer non-responsive and the offer may not be included in the evaluation. The following are the requirements of each volume: Volume I - Technical Capability In this volume, offerors are to demonstrate their understanding of and technical capability to perform the tasks outlined in the SOW. The technical volume shall, at a minimum, provide detailed data to support the following technical subfactors: I.Demonstrated knowledge of and experience appraising twentieth century paintings of various mediums (oil, watercolor, ink, pencil, etc.) supported with submission for review of three or more examples of contractor's completed art appraisals for twentieth century paintings. II.Appropriate education (e.g., Bachelor of Fine Arts) and a minimum of five years of experience as an art appraiser supported with submission for review of a professional resume. III.Demonstrated ability to provide timely and accurate documentation, and adhere to strict contractual obligations and professional guidelines and standards, supported with submission for review of three or more professional references for whom the contractor has performed appraisal services. IV.Certified member of and in good standing with a professional appraisal association, specializing in the appraisal of personal property with an emphasis in twentieth century paintings. V.Familiarity and successful completion of a Federal or state government contract (i.e., Past Performance). Volume II - Past Performance In this volume, offerors are to provide information pertaining to the past performance of similar services identified in the SOW. At a minimum, the past performance must be in the area of art appraisal. Volume III - Price In this volume, offers are to provide a firm fixed price to perform the services identified in the SOW.
