Description
Area Map Draft SOW for Asset Manager requirement THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A SOURCES SOUGHT NOTICE ONLY. As part of its Management and Marketing (M&M) suite of contracts, the U.S. Department of Housing and Urban Development is performing market research to identify potential small businesses, including SDB, 8(a), SDVOB, WOSB, and HUBZone interested sources that have the skills and experience in Marketing and Sales of HUD Real Estate Owned (REO) Single Family properties located in the geographical areas defined as contract areas 1S, 2S, and 3D. Services to be provided include but are not limited to: 1. Accurate and competitive valuation of properties; 2. Sales that achieve the highest net return to HUD; 3. Marketing Strategies that minimize holding time; 4. Marketing Strategies that create owner-occupant opportunities; and, 5. Closing documents are reviewed timely and proceeds are properly accounted for and delivered to HUD in a timely manner. Included at Attachment 1 is a draft copy of the Performance Work Statement (PWS). Attachment 2 is the draft map showing all current national contract service areas. For purposes of this sources sought notice HUD’s objective is to identify interested sources that have existing facilities within or are able to demonstrate capability of establishing an office location and capability to effectively service one or more of the previously identified contract areas in accordance with the draft PWS. However HUD will entertain responses from interested sources that are unable to service an entire geographic area as provided below. Sources Sought Content: All written responses are requested to be limited to 10 pages (letter size) in length, single-spaced, 12 point font minimum. Responding vendors shall submit capability statements that demonstrate extensive experience in providing real property sales and marketing services for large volumes of properties within the desired geographical areas. Additionally, interested sources must include a two-page company profile to include Small Business Administration (SBA) business size classification, number of employees, Cage Code, DUN's number, customer base and a description of the company's past experience and performance. Interested sources should also provide a point of contact that can discuss the material submitted. Affirmative responses to this notice must indicate your business size and type under the NAICS code 531210, residential real estate brokers’ offices, and indicate whether your firm is capable of performing all services required by the PWS in one or more of the identified areas. Respondents who are not capable of performing all services required by the PWS, or may only be capable of partially servicing one or more of the identified areas must indicate any performance constraints or limited service areas as part of their response. For instance, contract area 1S includes the states of Nevada, Arizona, and Idaho. Interested Sources who are only capable of servicing individual cities, counties, or states must indicate those specific areas that they are capable of servicing.
