- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912LC-11-T-0017. The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 (12 Jun 2008) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20080721. It is the offeror's responsibility to be familiar with the applicable clauses and provisions. This acquisition is for the purchase of the following service contract. The Colorado Army National is looking for a full service resort environment in the mountains 70-100 miles west of the Denver Metro area to host their Yellow Ribbon Event. The dates for the event are 15-17 July 2011. The Colorado Army National Guard intends to award a Firm-Fixed-Price Contract for lodging, meals and conference services. This acquisition is UNRESTRICTED. The primary North American Industrial Classification System (NAICS) code for this procurement is 721110, size standard of $7.0 Million. This solicitation will end on 26 May 2011, 9:00 a.m. Mountain Time. Quotes received after this time will not be considered. General requirements; 1. Conference/meeting space for approximately 175 adults, banquet style in rounds of 8 and 10 with built in complimentary morning breaks, coffee, tea and cold drinks as described in daily requirements. 2. 10 private meeting rooms for 15-18 adults each. (Sat)(9:00AM-12:00PM) 3. 4 rooms (2 non-hotel, 2 hospitality suite) for childcare/ youth activities (3-5 children each) (Sat and Sun) Billing to be split by Army 2 rooms and Air 2 rooms. 4. AV support to include sound system with wireless microphones (2). Wiring and patches to incorporate laptop in sound system. One white screen and LCD projector. 5. Restaurant and full service bar on premise. 6. 8-10 banquet (6" rectangular) tables with linens in common area just outside main meeting area for static vender displays with power outlets as needed. (Sat and Sun) Daily requirements; Friday, JUL 15, 2011 1. Hotel accommodations, approximately 125 rooms (95 master billed(Army) and 30 individually billed rooms(Air) at or below the government per-diem rate to include parking fees. 2. Lobby space for 4 tables and signs to accommodate group check in from 6:00 to 9:00PM. Saturday, JUL 16, 2011 1. Hotel accommodations, approximately 120 rooms (90 master billed(Army)and 30 individually billed rooms(Air)at or below the government per-diem rate to include parking fees. 2. Breakfast buffet for approximately 200(40 Air and 160 Army), full breakfast to include eggs, meat, potatoes, selection of fruits and muffins/breads, cereals and drinks at or below the government per-diem rate to include all gratuity and service fees. 3. Main meeting/banquet room for approximately 175 with self service coffee and cold beverages available from 8:00AM to 4:00PM set as rounds for 8-10 with linens. This room will require podium and AV support as in General requirements. Self serve coffee and cold beverage service from 9:00 to 11:00AM. 4. 10 Breakout rooms, seating for 15-18, no AV requirements available from 10:00AM to 12 noon. 5. 4 rooms for youth/child activities as stated in general requirements (final number TBD) available from 8:00A.M. To 9:00P.M. Details to be discussed and finalized with Yellow Ribbon youth coordinator as numbers are known. 6. Main room or banquet room for 140 adults(all Army), to be set up for a lunch event from 12:00PM to 2:15PM, rounds seating 8-10 with linens and 3 material tables with linens in front of room to use as needed for event/displays/awards. Podium required with microphone and sound system. Lunch meal (including a salad, main course, vegetable with bread and desert) to be provided (buffet or served) for approximately 140 at or below the government per-diem meal rate to include gratuity and service fees. 7. Lunch meal for youth (approximately 60) in youth rooms. Generally it's a child's or simple meal i.e. chicken fingers, hamburger, fries with drinks and cookies. No pop or caffeine. Sunday, JUL 17, 2011 1. Breakfast buffet for approximately 195(40 Air and 155 Army), full breakfast to include eggs, meat, potatoes, selection of fruits and muffins/breads, cereals and drinks at or below the government meal per-diem rate to include all gratuity and service fees. 2. Additional area set theater style for approximately 40-50 for chapel service 0730-0830AM and then again for additional class from 9:15AM-10:45AM. 3. Main meeting room to be set up for 175 with rounds seating 8-10 with linens available from 8:00AM to 1:00PM with AV as listed in general requirements. Self serve coffee and cold beverage service from 9:00 to 11:00AM. 4. 4 rooms for youth/child activities as per general requirements available from 8:00AM to 12:30PM. 5. Room check out to be extended to 1:00PM The Contractor shall propose the following Contract Line Item Numbers (CLINS): CLINS: 0001 Lodging 0002 Lobby Space 0003 Breakfast 0004 Conference/Meeting Space 0005 Rooms for Youth Activities 0006 Lunch 0005 Lunch for Children/Youth 0006 Audio/visual & support This property must be a full service resort environment in the mountains 70-100 miles west of the Denver Metro area. In coordination with the state youth staff, childcare and youth activities must be supported by hotel and available in close proximity of the resort. If 3rd party vendors or event planners bid on event they must be present on location for entire event at no additional expense to the government or hotel. Additionally they must be willing to attend planning meetings as required at no additional expense to the government or hotel. The Government will man an award to the lowest priced, responsible contractor whose quote confirms to the solicitation and the Performance Work Statement (PWS). The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Items (Nov 2007) and 52.215-5, Facsimile Proposals (Oct 1997) applies to this acquisition. Submit signed and dated quotes on company letterhead. The contractor must be registered in the Central Contractor Registration database. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil. The following FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007) is incorporated into this RFQ and is amended to add the following FAR clauses: 52.204-7 Central Contractor Registration (Jul 2006), 52.252-2, Clauses Incorporated by Reference (Feb 1998), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2008).
