Description
The FAA intends to negotiate and award an Indefinite Delivery Requirements Contract with Firm Fixed, Cost-Reimburseable, and Labor-Hour pricing arrangements to provide the FAA Logistics Center (FAALC) labor, facilities, equipment, replacement parts, supplies, materials (direct and indirect), fixtures, tools, test equipment, and appropriate technical data to restore and modify Government-owned components of the F420 Wind Measuring System to a completely serviceable condition in accordance with original manufacturer's specifications and applicable FAA standards. Electric Speed Indicator Co Inc. will be required to perform repairs, repairs and returns (R&Rs), modification / upgrades to serviceable assets, and technical / engineering assistance incorporating all quality control requirements and testing / inspection necessary as required by the FAA prior to acceptance of services performed. The FAA has made a single source determination insofar that Electric Speed Indicator Co., Inc., Cleveland, Ohio is the original manufacturer of the F420 Wind Measuring System and there are no other manufacturers. Electric Speed Indicator Co Inc. is the sole holder of proprietary data on all F420 Wind Measuring System parts and will not release detailed information to FAA for fabrication in-house or by others. As such, the FAA must rely on the expertise and availability of this firm for repair parts and services. It would not be cost-effective or practical for any other sources to acquire and/or develop manufacturing or repair capabilities for this item given the FAA's repair turn-around-times, repair lead time, and procurement lead time for this system. A fair and reasonable price will be negotiated by FAA with Electric Speed Indicator Co., for all deliverables under this acquisition. A competitive solicitation is not available for this procurement. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS), Paragraph 3.2.2.4, this announcement is to inform industry of the basis of the FAA's decision to contract with a selected vendor using single source procedures.
