- This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential small business firms for a potential small business set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS IS AVAILABLE AT THIS TIME; therefore, please do NOT request a copy of a solicitation or request additional information. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Rolando.Z.Camerino@usace.army.mil, james.e.hallman@usace.army.mil and rick.p.vredenburg@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to Provide Seismic Retrofit for Bldg 5 and Bldg 7, at the Veterans Affairs Medical Center, San Francisco, CA. Capabilities will be evaluated solely for the purpose of determining the potential for Set-Aside procurement for the Small Business Community. The government must ensure there is adequate competition among the potential pool of available contractors before a set-aside determination can be made. This project is planned for pre-solicitation in June 2011. The estimated cost range according to FAR 36.204 is between $5,000,000 and $ 10,000,000. The NAICS Code is 236220, the size standard is $33.5 million, and the Federal Supply Code is Z199, Construction of facilities/other educational buildings. The estimated duration of the project is 540 calendar days. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the concern will self perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. ****************************************************************************** PROJECT DESCRIPTION Provide DESIGN-BUILD Services for the Seismic Retrofit to Bldg 5 & 7, VA Medical Center, San Francisco, CA. The work consists of the following: Building 5: Seismically retrofit the existing Historic building. Replace exterior windows. Upgrade existing Life Safety/Fire Protection systems. Replace mechanical systems. Upgrade the internal electrical system. Provide miscellaneous interior improvements and exterior finishes. Replace roof system. Conduct asbestos abatement associated with most of the preceding tasks. Building 7: Seismically retrofit the existing Historic building. Replace exterior windows. Upgrade existing Life Safety/Fire Protection systems. Replace mechanical systems. Upgrade the internal electrical system. Replace sanitary sewer lines under canteen. Provide miscellaneous interior improvements and exterior finishes. Replace roof system. Conduct asbestos abatement associated with most of the preceding tasks. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of prospective construction contractors' DESIGN-BUILD execution capabilities. Please provide your response to the following: 1)Offeror's name, address, point of contact, phone number, and e-mail address. 2)Offeror's interest in bidding on the solicitation when it is issued. 3)Offeror's capability to execute a DESIGN-BUILD contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 8 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion. Please provide at least 2 example projects. The summation of examples provided must include the following experience: Design-Build projects, Seismic design/construction, Phased construction, Hospital construction, Historic building design/construction. Sources Sought market research for the DESIGN-BUILD Seismic Retrofit to Bldg 5 & 7, VA Medical Center, San Francisco, CA. ***************************************************************************** The Capabilities Statement for this sources sought is not a "Request for Proposal" or "Invitation for Bid," nor does it restrict the Government to an ultimate acquisition approach - it's only a short statement regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities.
