Description
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit a statement of capability. This notice of intent is not a request for competitive proposals. HHS intends to award a sole source award with Faces and Voices of Recovery. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is for the organization, collection, and analysis of data regarding substance abuse and recovery. Due to the national scope of the community forums, the breadth of expertise required from panel members for each forum, and the final analysis required to make useful recommendations to SAMHSA strategic initiatives, the awarded contractor must have vast experience in the field, a national presence and infrastructure, and extensive topical expertise on the subject of substance abuse and recovery. FAVOR is currently performing at this level, and SAMHSA has evaluated the unique qualifications and capabilities of FAVOR.
