Description
The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), located in Huntsville, Alabama, gives notice of the contemplated release of Request For Proposal (RFP) W9113M-11-R-0003 for the effort entitled "Systems Engineering and Technical Assistance Contract (SETAC) 2010". These requirements were previously synopsized under Draft RFP W9113M-10-R-0001. This final RFP W9113M-11-R-0003, including all solicitation requirements, will supersede the Draft RFP in its entirety. This contemplated effort is the fourth in a lineage of SETAC contractual vehicles for these performance-based advisory and assistance services, and will satisfy recurring requirements for systems engineering and technical assistance for USASMDC/ARSTRAT and other associated defense organizations in support of their various air, space, missile defense, homeland security/homeland defense, warfighter, and cyber missions as they are defined by Congress, Higher Headquarters, and the Department of Defense. The goal of these services is to ensure timely, energetic, and cost effective outcomes in the development of technologies and capabilities for defense against evolving threats; to coordinate all technology base development to maximize benefits for strategic and theater missile defense and air/space technology programs; and to ensure programs are in statutory and regulatory compliance. These recurring support requirements are categorized into nine functional area requirements: Programmatic and Business Initiatives; Requirements Definition, Analysis, Integration, and Planning; Concept Development and Assessment; Program/Project Analysis and Assessment; Threat Estimation and Projection; Weapons Lethality, Survivability, Electronic Warfare and Kill Assessment and Effects Estimation; Engineering and Analysis Support to Assess Technology, Models, Simulations and Prototype; Logistics Assessment; and Environmental, Treaty and Security Compliance. The SETAC 2010 requirement is anticipated to be executed as a 100% set-aside for small business concerns and awarded on a competitive, multiple-award basis considering all qualified small businesses submitting proposals. The NAICS code for this acquisition is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 1000 employees. It is anticipated that up to five prime contract awards will be made as a result of the solicitation, with one of these awards reserved for Service Disabled Veteran-Owned Small Business (SDVOSB), and that each prime contract awardee will be guaranteed at least one task order award with a minimum obligation of $150,000. The planned business arrangement for this contemplated effort is a multiple-award, indefinite-delivery/indefinite-quantity (MAIDIQ) task ordering vehicle that utilizes Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) task order types. It is anticipated that this effort will consist of a base ordering period of two (2) years and an optional ordering period of an additional 3 years, and will include a program-level ceiling value of $997,000,000 that will be shared among all prime contract awardees. Potential offerors are advised that performance of these advisory and assistance services may create potential organizational conflicts of interest (OCI) as contemplated by Federal Acquisition Regulation (FAR) 9.505; therefore, stringent OCI provisions will be included in the solicitation and any resulting contracts, and detailed OCI mitigation plans will be required. Potential offerors are further advised that in order to be considered for a contract award for this requirement: (1) prime offerors must possess a Top Secret facility clearance and safeguarding capability, (2) all contractor personnel performing at the Government's site must possess, at minimum, a SECRET security clearance, and (3) prime offerors, major subcontractors/team members, and non-major subcontractors/team members proposed to perform on a cost-reimbursement basis, must possess an adequate accounting system. No foreign participation will be allowed either at the prime or subcontract level. It is anticipated that RFP W9113M-11-R-0003 will be formally issued and available for download from the USASMDC/ARSTRAT public website on or about 10 June 2011. The RFP can be accessed within the public website's Business Opportunities link under the title "Systems Engineering and Technical Assistance Contract (SETAC)-10". The direct link to the SETAC 2010 site is http://www.smdc.army.mil/2008/SETAC10.asp. The estimated proposal due date will be 30 days from the date of final solicitation issuance. The Government DOES NOT intend to conduct a pre-proposal/industry day conference for this acquisition. All communication concerning this acquisition must be coordinated through the Contracting Officer; any communications with anyone other than the Contracting Officer are inappropriate and can result in the potential offeror being excluded from participation in this acquisition.
