- This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids and the government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, timeline, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. The Department of Veterans Affairs, Richard L. Roudebush VA Medical Center, Indianapolis, IN is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), that are capable of meeting the construction requirement below with the required bonding capability experience. Project 583-10-117 includes the following: Contractor shall provide all tools, equipment, materials, permits, labor, and supervision necessary to install a third standby generator to the existing ASCO/Delta paralleling switchgear and modify the gear to provide additional annunciation and control of the existing transfer switches and future loads within the A-wing generator room (Bldg 1, WTS). The scope of work will also include all associated electrical and mechanical work, plumbing, demolition and new construction work, roofing, and painting. Third Generator - Provide a new Caterpillar diesel generator rated 910 kW at 480VAC 60 Hz complete with remote radiator. This unit to be complete with the latest digital engine control package to provide alarm and annunciation for NFPA 110 and include pre alarms for High Water Temperature, Low Oil Pressure and Low Water Temperature. In addition the control package shall be complete with communication to interface with the paralleling gear to provide the engine and alternator information in a Modbus format to allow remote monitoring and logging of all warnings and alarms. Remote Radiator - Provide a new horizontal flow dual circuit radiator with integral surge tanks to provide proper cooling of the engine water jacket and aftercooler. Radiator to be sized to provide proper heat rejection at 50 °C ambient. Glycol mixture shall be complete with add mixture recommended by Caterpillar and rated for operation to from +50 to -40 °C. Radiator fans shall have drives operating on water jacket temperature and controlled via 4 - 20mA signal the proper speed to maintain proper coolant temperature with minimal power consumption. Radiator shall be located on roof above engines. Locate new radiators for the two existing generators after the new unit is operational. Isolation valves shall be placed on each line at the engine and at the radiator to allow for servicing and removal of the engine or radiator without the need to drain the entire system. Day Tank / Main Tank and Fuel Pumping System - Provide a new dual wall day tank with two solenoid valves in the supply line. One normally closed for supply control with the second valve normally open for safety shutdown if over filling occurs. The tank shall be complete with alarms for Low Fuel, and High Fuel. In addition there shall be alarms for shutdown of the engine for Critical Low Fuel and for Rupture Basin Alarm. For Critical High Fuel the system shall alarm and shut the normally closed solenoid valve, engage a return fuel pump to pump fuel back to the main fuel tank and energize and close the normally open solenoid valve. If the engine is running the engine should continue to operate normally. Once the fuel level returns to the normal level the tank should clear the alarm and continue to operate normally. Replace existing day tanks with tank of similar design as above and sized for a minimum of two hours of operation without shutdown for low fuel. Paralleling Gear - Provide a new engine cubicle to integrate fully with the existing ASCO/Delta switchgear. This engine cubicle shall have annunciation and controls that duplicate all the existing functions and alarms and recordings the present engine cubicles do and include the ability to communicate with the building automation all the engine functions and alarms. Engine cubicle shall be complete with an electrically operated drawout circuit breaker. This breaker shall have LSI with Ground annunciation only. Additional alarms for the engine cubicle include battery charger, day tank, circuit breaker fail to close, circuit breaker tripped and circuit breaker not in auto alarms. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). Construction time allotted for all work will be 365 calendar days from the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of this construction project is between $1,000,000 and $2,000,000. The North American Industrial Classification System (NAICS) code is 238210, small business size standard of $14 M in average annual receipts for the preceding three years. Interested firms must be registered and qualified as a small business under this NAICS code. Qualified small business firms (service disabled veteran owned businesses, veteran owned businesses, HubZone firms, Woman Owned, and 8a firms) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Include the following: 1. Company name, DUNS number, social economic category (small business, SDVOSB, 8(a) etc), address, point of contact, telephone number and email address. 2. Bonding capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 3. List the last three generator installation and emergency power projects completed in the last 5 years of similar size and scope to include contract number, award date, dollar value of contract, project location, and point of contact. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. The formal solicitation will be issued at a later date by a separate announcement and separate solicitation number on the Federal Business Opportunities (FBO) website.
