- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to SDI Health, LLC., 220 W. Germantown Pike, Suite 140, Plymouth Meeting, PA 19462 for access to patient and national level drug abuse data which will assist NIDA in significantly advancing its mission by helping to spot marketplace signs that are strongly linked to potential prescription misuse and abuse. The services provided by SDI Health, LLC (SDI) will enable NIDA to track drug usage by brand, procedures and diagnostics at the patient level and measure and track drug “loading” done by brand. Additionally, SDI’s reporting supports near real-time measurement of the market’s reaction to promotion, allowing for mid-stream adjustments. NIDA will be provided with SDI’s healthcare database, including prescription medication dispensed by retail pharmacies and unique total patient counts, necessary to assess the market activity for (1) prescription stimulants; (2) prescription pain relievers; (3) psychotherapeutics; (4) anti-anxiety; (5) antidepressant (e.g. SSRIs and benzodiazepines); (6) sleep disorder; (7) erectile dysfunction and (8) anti-obesity products. NIDA has a previous third party agreement with the FDA which granted NIDA access to SDI’s data and user-friendly report generator. As a result NIDA has been able to capture and compile numerous reports via SDI’s trademarked software and databases. SDI has the largest database (120 million patients available per year) and collects and reports on more longitudinal data than other companies. SDI is the only company that offers a service of specifically projecting the distinct number of patients taking a therapy or multiple therapies over time and they provide NIDA with their software that allows NIDA to view prescription markets by distinct patient counts. In addition, SDI has over 7 years of unbroken patient level history which allows NIDA to trend patient level data from 2000 and prescription level data from 1991. The availability and accessible database on patient and national level of drug use provided by SDI has made SDI the only company capable of providing this service to the Government. The period of performance is 12 months with two 12-month option periods. The acquisition is being conducted under FAR Part 12-Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(2) and FAR 13.501(a)(1) to use Simplified Acquisition Procedures for Commercial Items. This is not a solicitation for competitive quotations. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 2:00 PM E.T., June 6, 2011 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, the vendor must be registered in the Central Contractor Registration (CCR) at ww.ccr.gov. Please reference announcement number NOI-2047119 on all correspondence.
