- Description
- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. There will not be a solicitation issued at this time. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - Phoenix Consolidated Contracting Activity, has a requirement for labor, materials, equipment and supervision to perform project 649-11-106, Modernize/Replace Communications Infrastructure Phase 1,2,3 at the Northern Arizona VA Healthcare System (NAVAHCS), Prescott Arizona. The Northern Arizona VA Health Center fiber optic communications system has developed over time on an "as-needed" basis, connecting computer servers to terminal locations, fire alarms, security monitors and building digital control systems to monitoring stations at the Boiler Plant and the VA Police Department. Most of the connections between the buildings are routed through the steam tunnels, and where no steam tunnels existed, underground conduit has been installed to connect the steam tunnels to the terminal locations to complete the fiber communication runs. Some sections of the existing fiber optic network have been in service for over 25 years, well beyond its expected service life. By current standards, the existing fiber system is extremely slow, and for the most part, incapable of carrying any additional data. The system is also based on the assumption that optical fiber is inherently secure and that data couldn't be "siphoned" off the system. The NAVAHCS fiber optic infrastructure does not meet current industry, VA or NIST 800-53 standards. Our current fiber optic distribution system is working at capacity and more capacity is needed. The system also needs to be secured against data theft, and a substantial portion of the system has degraded to an unacceptable level of reliability. The problems with the system are system-wide and cannot be reasonably addressed on a case-by-case basis. The applicable NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors. Electrical contractors have a size standard of $14 million in average annual receipts. It is anticipated that a Request for Proposals will be issued in May, 2011. Award of a Firm-Fixed Price contract is contemplated by September, 2011. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of performing the requirements to warrant a solicitation set-aside. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database. Registration may be accomplished at http://www.vip.vetbiz.gov/. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of fire alarm system construction project (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz website or intention of registration prior to submission of offers to a solicitation; (5) documentation on company's bonding capacity and limitations; and (6) any other pertinent company documentation. The response date to this Sources Sought notice is May 27th, 2011 at 5:00 pm. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB set-aside is appropriate. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via Justin.Hicks@va.gov. Hard copy submissions are acceptable to VISN 18 Consolidated Contracting Office (Building 28), 650 E Indian School Rd, Phoenix, AZ 85012.
