- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for Phase One Smart Power Infrastructure Demonstration for Energy Reliability and Security (SPIDERS) Joint Concept Technology Demonstration JCTD). Phase one of this three phase technology demonstration is being resourced with FY11 funding. The U.S. Army Corps of Engineers, Philadelphia District will issue a two step Request for Proposal in a full and open competition. Phase one will focus on a circuit level demonstration of integrated renewable energy and storage at Joint Base Pearl Harbor/Hickam in Oahu, Hawaii centered around the existing hydrogen fueling station. This station is an on-going Research and Development project creating hydrogen from solar and wind sources. Successful integration will include a fully functional control system for integration of variable generation sources (renewable energy) with energy storage, and effective system management of primary, backup, and renewable energy sources. The Waste Water Treatment facility loads will be integrated into this circuit so effective islanding will carry portions of this load for an extended period of time to show the value of distributed energy management systems as a component of energy security. The selected integrator will leverage their experience in micro-grids, energy management, renewable energy and systems controls to optimize the performance of this circuit to reduce petroleum consumption during islanding and integrate renewable energy sources. Award of phase one does not commit the government to award of phase two. Each phase will have an updated announcement and is dependent on funding approval. Basis for Award : Award will be made on the basis of best value. Quotations will be reviewed for completeness and compliance in satisfying the requirements of the RFQ. The quotations will be evaluated on their merit against the evaluation factors listed below in descending order of importance. The other factors are more important than price. Price The acquisition will be solicited using the Commercial Item procurement process prescribed in part 12.6 of the Federal Acquisition Regulations (FAR). The Solicitation Number W912BU-11-R-0041 will be issued on or about 6 June 2011 with a closing date for receipt of proposals is TBD. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFQ is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the quoter's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerers are responsible for printing copies of the RFQ and any amendments. All quotes are to be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Karyn Price. All contractors are required to be registered in the DoD Central Contractor Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100/VETS 100A Report on your employment of targeted veterans.
