Description
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Tecniplast USA, Inc., Exton, PA 19341, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the following items: 1) (2 ea) Ventilated Mouse Racks, model: 2L144MAC30CA with the following components, ACSCVF70M130R flexible hose-1.3 mt long, 2 pieces per rack; 2) (150 ea) - Polysulfone Top flow EB Cage Top, #1290D481SU. Tecniplast USA, Inc., is the manufacturer and sole distributor of these products which are currently in use throughout the animal facility. Tecniplast cages are made specifically to provide a sealed micro environment and are designed to fit the intake and exhaust ports on the Tecniplast ventilated mouse rack. Failure to maintain the Tecniplast rack with the proper seal will result in loss of air supply, a break in micro environment and subsequently a loss of research animals. The filter tops are of European design and are constructed specifically to fit the Tecniplast cage bottoms that are currently used in the facility. These top ports are made specifically to attach and seal properly the Tecniplast ventilated cage racks used in the animal facility. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above.This notice is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Tecniplast USA, Inc. The NAICS Code/Size is 332999/500. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
