- Solicitation SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK C.1 INTRODUCTION C.1.1 Scope of Contract The purpose of this contract is to secure professional forestry services for timber sale and stewardship contract preparatory services on the Bighorn and Shoshone National Forests. This is a multiple-award indefinite delivery, indefinite quantity (IDIQ) Task Order contract, and does not establish an obligation of total price nor commit the government to any quantity. Task Orders shall be issued that will obligate sections of the Geographic Areas the Government will manage, as funding and projects become available. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies, permits licenses and incidentals, unless designated as Government-Furnished Property in Section C.3. This contract includes unit boundary layout, GPS traversing, boundary marking, timber marking, timber pre-cruising, timber cruising, and common stand exams. All aspects of the work program shall be performed by the Contractor in an organized, systematic manner to assure services are uniformly executed over the entire project area. All data shall be submitted to the COR unless otherwise specified. Electronic data, including GPS files, may be uploaded to an FTP site identified on Task Orders, or as convenient to both the Contractor and the Government. C.1.2 Location and Description Work will be performed on U.S. Forest Service-administered land on any District of the Bighorn and Shoshone National Forests. The Bighorn National Forest (BNF) is located in north-central Wyoming; the Shoshone National Forest (SNF) is located in northwest Wyoming. Specific project locations will be indicated on Task Orders and accompanying maps. C.1.3 Performance Period The Government shall conduct a pre-work meeting with the Contractor(s) after award of the contract and prior to starting any phase of work. A Notice to Proceed will be issued at the pre-work meeting with a start date determined by the Contracting Officer, following discussions with the Contractor. Annual start dates will depend on road access and snow depth in late spring. Total contract time is 5 years beginning in fiscal year (FY)2011, ending in FY2016. The Contractor shall be assessed actual damages, per day, for any work not completed within the contract time, unless a contract time extension has been approved by the Contracting Officer. Actual damages include, but are not limited to, travel costs and hours spent on that project by Government officials.
