- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for the required items under Request for Quote (RFQ) N61331-11-T-5911. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This purchase is not suitable for full and open competition for the following reason: Spatial Integrated Systems, Inc. (SIS) is the sole vendor capable of renewing NSWC PCD ™s existing licenses for Siemens ™ Solid Edge software. For this reason, SIS is the only known vendor able to meet this requirement. The applicable NAICS Code is 541511 and the size standard is $25 million. The solicitation close date is 26 MAY 2011. The close time is 1600 CST.
