Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Georgetown University Hospital, 3800 Reservoir Road, N.W., Washington, DC 20007 for a collaboration on a specialized training of clinical fellows for research in psychiatry of complex medical illnesses. The Office of the Clinical Director is part of the National Institute of Mental Health Intramural Research Program (NIMH-DIRP). The DIRP conducts clinical research designed to expedite the exchange of information between scientists and clinicians so that basic findings can be moved quickly from the laboratory setting to the treatment of patients at the bedside. Clinical research, including natural history protocols and clinical trials, is of primary importance to the research mission of the NIMH. The clinical research portion of the program comprises tenured and tenure-track clinical investigators, staff clinicians, and fellows in more than a dozen clinical Branches and free-standing Sections. There are approximately 120 NIMH protocols, which accounted for approximately 7,000 inpatient days and 7,000 outpatient visits in FY10. The mission of the Office of the Clinical Director (OCD) is to ensure that subjects participating in NIMH protocols receive the highest quality clinical care. The proposed acquisition will provide the Office of the Clinical Director with residents specializing in psychosomatic medicine, a subspecialty of general psychiatry, from Georgetown University in a collaboration providing these residents with access to subjects participating in clinical research in the NIH Clinical Center. Georgetown University Hospital, under the auspices of MedStar Georgetown Medical Center, is a premier medical research institution. This institution offers future physicians a superior and supportive environment for learning the science of medicine. In addition, Georgetown University’s Psychiatry Department offers particular faculty expertise in psychosomatic medicine in areas that supplement researchers at the NIMH. Georgetown University can provide residents that are trained in psychosomatic medicine. The University sponsors a new, highly competitive, advanced clinical training program in the area of expertise for its training partners, the NIMH Psychiatry Consultation-Liaison Service which is part of the NIMH-DIRP and Washington Hospital Center. The residents have previously been competitively selected and accepted for this specialized program. The training will provide the OCD with specialized services to assist in the provision of care with the following services: -Assessment, treatment and follow-up of research subjects with psychiatric disorders in conjunction with ongoing studies in other NIH intramural research programs; -Implementation of diagnostic plans to complement multidisciplinary treatment plans; and -Psychotherapeutic intervention for research subjects in inpatient studies. In addition, this training offers NIMH an opportunity to work with highly skilled clinicians who can contribute to the research mission of the NIH and its Intramural Research Program. Georgetown University Hospital has previously worked with NIMH in collaboration on these specialized training programs and is thus the only source available that will satisfy the agency’s requirement. The period of performance is five (5) months from the date of award. The place of performance is NIH Main Campus located in Bethesda, MD. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis by submitting a statement of capabilities on or before 2:00 PM E.T., June 3, 2011 to Korriise LaRoche, larochek@mail.nih.gov. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA, the vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, the vendor must be registered in the Central Contractor Registration (CCR) at ww.ccr.gov. Please reference announcement number NOI-2080847 on all correspondence.
