Description
N0010411RQ257 This is a Pre-Solicitation Notice, in accordance with FAR 15, Contracting by Negotiation. A subsequent Request for Proposal (RFP) will be released within an estimated 15 days. The Naval Inventory Control Point (NAVICP), Mechanicsburg, PA is soliciting proposals for Readiness Model support services to OPNAV N43, 2000 Navy Pentagon, Washington, DC 20350-2000. This will be an unrestricted competitive solicitation under NAICS code 541519. The result of this RFP will be a Hybrid type, Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base period of one year with two 1-year option periods. OPNAV N43 is the resource sponsor for all fleet readiness accounts. They are responsible for identifying, providing and validating requirements to support readiness reporting, fleet aviation, fleet surface and subsurface logistics and maintenance, fleet training and training ranges, test and evaluation ranges, and the Navy Expeditionary Combat Command. The objective of the requirement is to provide support services to OPNAV N43 Readiness Models. This includes but is not limited to the Flying Hours Program and the Maritime Model. These models are integral tools for OPNAV N43 as they validate the funding level required to maintain a given readiness level for the Navy and portions of the Marine Corps. Each model is composed of sub models. This effort will be used to refine the existing models and, as required, implement new models. Interested parties shall email the Contract Specialist and request access to the complete RFP in the NAVICP eProcurement collaboration tool. The Contract Specialist will initiate vendor/respondent access and/or registration in the eProcurement collaboration tool, which will allow viewing of the complete RFP and associated documents. The eProcurement collaboration tool is simply a communication tool/email box, for this particular requirement. All communications reference this requirement occur between vendor and Government, through this communications tool/email box.
