- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Joint ventures and teaming arrangements are encouraged. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The US Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF) Children's Bureau (CB) administers Federal child welfare programs. The Children's Bureau plans, manages, coordinates, and supports child abuse and neglect prevention and child welfare services programs through leadership, support, and partnerships with States, Tribes, and local agencies. In addition to developing programs that focus on preventing the abuse of children in troubled families and finding permanent placements for those who cannot safely return to their homes, the Children's Bureau also: (1) awards discretionary grants for research and program development; (2) monitors State child welfare services; (3) provides support to build State, Tribal, and local capacity through training and technical assistance; (4) issues policy guidance; (5) funds research; (6) administers Federal and State reporting systems that provide child welfare outcomes data; and (7) engages in other initiatives that highlight current issues in child welfare. For over a decade, the Children's Bureau has provided funding for its Training & Technical Assistance Network (T&TA Network). This Network includes National Resource Centers, Implementation Centers, Clearinghouses, and other child welfare technical assistance providers that perform a diverse range of services to promote systems change. All members of the T&TA Network are expected to provide States and Tribes with the necessary information, training, and consultation to help build capacity within their child welfare systems. Child Welfare Information Gateway, the CB's clearinghouse, is a member of the Training & Technical Assistance Network. Information Gateway connects child welfare and related professionals to information and resources covering a wide range of topics related to child welfare and the well-being of children and families. The Children's Bureau has supported clearinghouse operations for more than 20 years. Formerly two separate entities, National Clearinghouse on Child Abuse and Neglect Information (CAN) and National Adoption Information Clearinghouse (NAIC), the Children's Bureau expanded the child welfare-related information it collected in the early 1990s. By the mid-90s, changes such as the re-authorization of the Child Abuse Prevention and Treatment Act (CAPTA) prompted the CB to consolidate the operations of its two clearinghouses. In 2006, the clearinghouses were renamed Child Welfare Information Gateway. Re-branding the clearinghouse has given it greater visibility to the continuum of child welfare and it continues to serve as a national information source for the field, covering a range of topics related to child welfare, child abuse and neglect, and adoption. Purpose and Objectives: The purpose of this contract is to obtain expert topical and support services for maintaining the ongoing operation of complex child welfare clearinghouse services. Among the major objectives and activities to be undertaken are: providing technical expertise in clearinghouse management; assessing services, resources, processes, and methods used to operate a national clearinghouse; providing information dissemination support, including writing and editing; disseminating print and audiovisual materials; providing distribution services and marketing plans; and working closely with Children's Bureau program staff and related organizations. Project Requirements: o The Contractor's staff shall have substantive knowledge in the broad areas covered by Child Welfare Information Gateway, as well as in-depth expertise in the associated sub-fields, including but not limited to child maltreatment, prevention, treatment/intervention, workforce, systems change, child welfare, adoption, foster care, program management, research, and statistics. o The Contractor shall employ at least one Project Director with child welfare experience and/or project management experience in a similar position. o Child Welfare Information Gateway shall continue to connect child welfare and related professionals to comprehensive information and resources to help protect children and strengthen families. o The Contractor shall provide all on and off-site personnel, facilities, equipment, supplies, and materials to operate all services and activities for the clearinghouse. Unless otherwise specified, all meetings, trainings, and other gatherings will be conducted at the Contractor's facilities. The Contractor's work space shall have the capacity to accommodate no less than 30 people in at least one meeting room. o The Contractor shall work closely with ACF to ensure compatibility and adherence to all required rules and regulations regarding computer networks, databases, websites, and confidentiality. o The Contractor shall demonstrate thorough knowledge of Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 749d). Anticipated period of performance: The period of performance will include one 12-month base period and four 12-month option periods. Other Important Considerations: The Contractor is expected to work closely with the Children's Bureau and ACF, provide ongoing support, attend monthly and quarterly meetings, and other activities that involve CB staff that take place regularly in Washington, DC. Capability statement/information sought: Respondents must provide, as part of their responses, a capability statement, which addresses the following: 1. Familiarity with and knowledge of the Children's Bureau, programs administered by the CB, and child welfare and related policies and legislation. 2. Demonstrated ability to provide a) professional staff with extensive child welfare experience; b) professional staff with knowledge and expertise in systems database and website development; c) the ability to direct and manage projects of this magnitude, including solid fiscal management. 3. Demonstrated experience and expertise in providing information, building knowledge, and offering a broad range of resources to child welfare and related professionals. 4. Demonstration of a high degree of capability in managing large projects that support a national network of professionals and groups. These groups may include ACF Central and Regional Offices, T&TA partners, professional organizations and associations, universities, children and families, and others at the State and national level including Child Welfare Directors and Adoption and Foster Care Managers. 5. Capability to author and edit resources and materials that cover a continuum of child welfare issues. The majority of resources will be written in English; however, the Contractor shall have the capacity to provide a significant collection of non-English resources. 6. Demonstrated ability to establish and maintain working relationships with key staff through the Children's Bureau and child welfare community. 7. Capability of producing printed and multimedia materials in accordance with government printing regulations. 8. Demonstrated experience and expertise in producing quality reports and products in response to high priority activities and extremely short deadlines imposed by the Administration, Children's Bureau, Congress, and the media. 9. Demonstration of ability to manage large projects that require the utilization of a wide range of staff on multiple tasks simultaneously. Respondents' must include their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code. Include technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Responses must be double-spaced and single-sided on 8.5" x 11" plain white paper, with 1" margins on all side, using a standard font no smaller than 12 point. The response must be sequentially numbered, beginning on the first page after the table of contents. Responses are due June 2, 2011 by 2:00 pm. Responses will not be accepted after the due date. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
