- Industry Day Response Questions CRFI Questions for CVLSP Notice of Industry Days and Capabilities Request for Information (CRFI) for the Common Vertical Lift Support Platform (CVLSP) Reference previous announcement PIXS6396, posted 9 May 2011 "Notice of Industry Days for Common Vertical Lift Support Platform (CVLSP) Program" The Air Force intends to conduct Industry Days to discuss the CVLSP Program. Industry Days will be for CVLSP only, as the USAF has determined that CVLSP will be a separate program from the USAF Personnel Recovery HH-60 Recapitalization Program (RECAP). Also, the CVLSP Training System will be a subsequent contract and separate source selection from the CVLSP aircraft source selection. This Industry Day/CRFI is intended (1) to further engage industry in the effort through interactive Industry Day, (2) to gather feedback on questions provided to industry, (3) to assist the Air Force develop a low risk technical and business approaches to maximize compliance with approved operational requirements while achieving rapid operational fielding at affordable acquisition and ownership costs, and (4) to identify sources that can provide capability that satisfies the Government's current requirement to deliver CVLSP capability. The below information will provide more details into Industry Days and CFRI. Industry Days: (1) Location: The meeting will take place in Dayton, Ohio at the BAE Systems Facility located at 4032 Linden Avenue, Dayton, Ohio, 45431. (2) Date: 7-10 June 2011. On the morning of 7 June 2011 (0830-1130), there will be an Opening Session for all prime contractors and the Government. Starting on the afternoon (1300-1600) of 7 June 2011 and continuing subsequent days (AM + PM), each prime contractor will have a ½ day One-on-One Session with the Government. (3) Each company will be allotted up to 3 hours for a One-on-One session with the Government team. - 1 hour allowed for company Introduction & Aircraft Overview briefing - 2 hours for Company & Government Discussion (4) One-on-One Session times will be scheduled on a first come, first served basis and will be assigned via e-mail. (5) Companies who have specific questions they wish to discuss with the Government, may submit them in advance to the contacts identified below. Questions shall be submitted no later than (NLT) 1400 (EST) on 1 June 2011. (6) Companies shall be prepared to present/discuss responses to attached Industry Day questions (Attachment- Industry Day Response Questions). Any visual presentations for One-on-One sessions (ex: PowerPoint Presentations) shall be submitted NLT 1400 (EST) on 3 June 2011 by e-mail to the contacts identified below. All information shall be unclassified. (7) Industry participation is limited to prime contractor teams, comprised of 12 participants maximum for both sessions (to include subcontractors). RSVP: (1) Notification of any team participants who are Foreign Nationals is required NLT 1400 (EST), 23 May 2011. Please include Foreign Nationals Name, Title, and Citizenship. Information is required due to facility requirements. (2) Notification of team participants in Industry Days is required NLT 1400 (EST), 27 May 2011. Please include all names and titles of individuals who will be attending Industry Days. (3) Please submit all information by e-mail to William Keaney at William.Keaney@wpafb.af.mil AND Betty Clingerman at Betty.Clingerman@wpafb.af.mil. Please include company name, address, business size, and cage code (if applicable). NOTE: Participation in this Industry Day is voluntary and in no way obligates the Government to award any contracts or pay any costs associated with such participation. Capabilities Request for Information (CRFI): This CRFI is intended to engage Industry on a range of topics to get a look into the current industry environment and understand the capabilities available, through a range of questions. The Government requests industry to respond to the attached questions (Attachment- CRFI Questions for CVLSP). The information respondents submit may be used to support the development of a draft RFP and other draft documents. The information in this CRFI is preliminary and may be updated or changed prior to any formal release of an RFP. Response Guidance: (1) Submissions of CRFI responses are due NLT 1400 (EST) on 1 June 2011. (2) If you did not respond to the original CRFI (Dated 17 Dec 2009, for PIXS6396), you may do so now under separate cover, responses are due NLT 1400 (EST) on 1 June 2011, if applicable. CRFI responses should include: (1) Cover page containing identification of the company Commercial and Government Entity (CAGE) code, street address, and business size for NAICS code 336411 (aircraft manufacturing) and the names and telephone numbers of the technical Point of Contact (POC) and the overall company POC (in the case of a partnership, please provide appropriate CAGE codes and POC information for the lead company). (2) Responses are limited to 30 pages in length, 12pt font with 1 inch margins and shall reference or follow the proposed question in a Word Document (.doc or.docx). (3) Responses shall be submitted via e-mail to William Keaney at William.Keaney@wpafb.af.mil AND Betty Clingerman at Betty.Clingerman@wpafb.af.mil. Also, a CD copy shall be sent via mail to: Betty Clingerman, Contracting Officer ASC/WISK Bldg 46, 1895 5th Street Wright-Patterson AFB, OH 45433-7233 NOTE: This CRFI is part of ongoing industry market research to gather knowledge in preparation for release of a Draft RFP. It is NOT a solicitation. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this CRFI. The Government will not provide reimbursement for costs associated with this request. Responses will be treated as information only and will not be used as a proposal. The submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government's preparation of an acquisition strategy. All members of the team will be reminded of their obligation to protect such information to the maximum extent required. All contractor members are required to protect the information by the terms of their contracts. The Government has also determined that the contractor personnel have no organizational conflicts of interest that could adversely affect protection of the information. The Government reserves the right to not reply to information received.
