Description
Request for Information (RFI) for DEFENSE INFORMATION SYSTEMS AGENCY (DISA) ENTERPRISE PRINT MANAGEMENT SOLUTION CIO Contracting Office Address: Defense Information Systems Agency, PLD Description: PURPOSE : The purpose of this Request for Information (RFI) is to conduct a market research which will be used to formulate an acquisition strategy to procure services relating to the following: All aspects of Enterprise Print Management Solution in support of copier and printer requirements at DISA Headquarters at Ft Meade, MD, 6910 Cooper Ave, and Ft Meade, MD 20755-7086. DISA also has several locations in the NCR: three (3) in Northern Virginia and one (1) Southern Maryland. Currently DISA is managing 142 copiers and 641 printers. The objective of this effort is to lease the copier and printer equipment to include full service maintenance with on hand consumable supplies (example: Tonier, Staples) (except paper) and on-site vendor personnel with a security clearance not less than a Secret for Fort Meade, MD, on-call vendor personnel for NCR locations, initial key operator training, full networking functionality, security accreditation and technical support for the hardware provided, and technical & network installation support for an Enterprise Print Management Solution. The DISA Ft Meade Facility is a Classified Open Storage Area at the Secret level to operate in a Secret Open Storage environment. The facility contains Sensitive compartmented Information Facility (SCIF) areas. The entire facility will require any personnel accessing the facility to possess a Secret Clearance or higher so that the buildings can operate in a Secret Open Storage environment. The vendor providing services shall be required to provide their facility clearance and Defense Security Services (DSS) Certification Number. The vendor will install new units at the designated DISA Fort Meade, MD locations and three (3) facilities in Northern Virginia and one (1) facility in Southern Maryland. Upon conclusion of all new installations of copiers, the vendor will remove existing printers and install a new replacement printer. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. TARGET AUDIENCE : In particular, only small businesses are requested to respond to this RFI to assist DISA CIO in formulating an acquisition strategy that fairly considers small business ability to participate in the acquisition, either as prime contractors or as subcontractors. Sources Sought This RFI is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 532420 Office Machinery and Equipment Rental and Leasing.. In addition to Small Businesses, this Synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions, Small Business Joint Ventures, Consortiums and Teaming Partners. This Sources Sought Synopsis is issued to assist the agency in performing market research to determine whether or not there are qualified and capable Small Businesses to provide the aforementioned service. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 532420 are requested to submit a response to the Contracting Officer no later than 31 May 2011 by 11:00 am EST. Late responses will not be considered. Responses should provide the business' DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (within the past three years or work that is on-going) and relevant experience (work similar in type and scope) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Requested Information: Interested vendors are requested to submit a maximum 5 page statement of their knowledge, experience and capabilities to perform the following: 1. VENDOR/CORPORATE EXPERIENCE •a) Briefly describe the company, your products and services, history, ownership, financial information, and any other information deemed relevant. •b) List Government and commercial clients, and provide contact information for these references. •c) What partnerships do you have relative to how you would perform this lease installation effort? 2. PROJECT MANAGEMENT •a) For an organization like DISA Ft. Meade, describe the profile of a project manager and technicians you would assign. •b) Describe how you would organize for this project. What would the project management organization look like? What roles would be part of the team? 3. COST ESTIMATES •a) Provide cost analysis of your solution. Analysis should include but is not limited to design, assessment, planning, procurement, migration, and management. What would be the total inclusive cost of this proposed solution? •b) Do you provide credit or discount for recycling of existing printers or offer a buy back program for printers less than 1 year old? If yes what would the cost estimate be? 4. NETWORK SECURITY •a) What is your strategy for protecting user data? What measures do you take to protect user network security integrity? •b) Briefly describe your ability to comply with applicable Security Technical implementation Guidelines (STIG) ( http://iase.disa.mil/index2.html ). Adherence to the standards is mandatory and ensures the solution shall not introduce known vulnerabilities while maintaining full functionality on a STIG compliant system. 5. SECURITY/REGULATORY REQUIREMENTS •a) Briefly describe your plan for achieving network Certification and Accreditation. The potential acquisition effort will require the vendor's solution(s) to be certified and accredited via the DoD Information Assurance Certification and Accreditation Process (DIACAP_ as applicable (http://iase.disa.mil/policy-guidance/index.html#ditscap). •b) All onsite staff will require at least a SECRET clearance. Those with administration access will be required to obtain ADP Level I access in accordance with DoD 5200.1-R. Please describe your company's ability to meet these personnel security requirements. 6. OTHER REQUIREMENTS •a) Will provide fiber and 1 GIG compatible •b) Will provide automated management software to effectively oversee printers/copiers devices to track toner levels, failure issues and number of print job per machine. •c) Will use the industry standard of 12 people to 1 printer. Responses Responses to this RFI are to be submitted by e-mail to Kimoanh.Scott@disa.mil and RECEIVED by COB May 31, 2011. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins, and compatible with MS Office Word 2003. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
