- The US Army Research Acquisition Activity intends to issue a sole source purchase order to McKesson Health Solutions, 335 Interlocken Pkwy, Broomfield, CO 80021-3484 to provide for an enterprise-wide license for a web-based inpatient clinical decision tool for inpatient and alternative care settings and shall include technical support, and training in support of medical management activities for the Direct Care System (DCS) and remote areas. The selected support tool will be distributed to Military Treatment Facilities (MTFs) and other organizations within the TRICARE Management Activity (TMA). The Military Health System (MHS) has approximately 5.026 million TRICARE Prime beneficiaries, 63 Military Hospitals, 413 Medical Clinics. Inpatient clinical decision support tools are evidenced-based criteria used in managing the quality and efficiency of health care services (e.g., prospective, concurrent, and retrospective utilization management reviews). These tools are inherently cost-avoidance products that can prevent over-utilization, facilitate appropriate specialty referrals and inpatient hospitalizations, and support other medical management activities. The Inpatient Clinical Decision Support Tool shall assist in the inpatient clinical decision-making and utilization analysis for the inpatient and alternate care settings. The tool shall include sets of measurable, objective clinical indicators reflecting the need for hospitalization and for diagnostic and therapeutic services in the medical/surgical and behavioral health arenas. No solicitation documents exist. Any firm that believes it can provide the stated capability is invited to submit a written notification to the Contracting Officer with in five (7) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. No telephone or facsimile requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract. **Sole Source Justification 1.Authority Cited. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-2(a)(2) - When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. 2.Reason for Authority Cited. A 3 month contract award is sought to prevent disruption to the quality of care provided at the military treatment facilities as a result of no access to the clinical inpatient decision support tool. Any interruption in support could result in an increase risk to patient safety and negative impact on Services to Military Treatment Facilities (MTFs) and other organizations within the TRICARE Management Activity (TMA), to include the Military Health System (MHS) which has approximately 5.026 million TRICARE Prime beneficiaries, 63 Military Hospitals and 413 Medical Clinics. 3.Efforts to Obtain Competition. Due to the Nature of the services required and time constraints no effort will be made to solicit from multiple vendors. However, a re-compete is being planned and is projected to be in place by Summer 2011. Market research indicates that there are at least two vendors that have the capacity to provide the services required by the PWS. 4.Actions to Increase Competition. This action is to substantially increase the level of effort to contract W81XWH-08-P-0596. No action will be taken to increase competition for this action due to the urgency of the requirement. A follow-on Task Order will be competitively awarded via Federal Supply Schedule, which is projected to occur on or about August 2011.
