GEOINT, Intelligence, and Information Technology Advisor ISSUANCE DATE: 05/18/2011 CLOSING DATE: 06/17/2011 SOLICITATION NUMBER: PSC-11-037-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. PERIOD OF PERFORMANCE: One year from the date of award 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau for International Narcotics & Law Enforcement Affairs American Embassy Bogota, Colombia Narcotics Affairs Section I. STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia. The position provides Geospatial Intelligence (GEOINT), technical intelligence, information technology expertise, and contract oversight. The program uses a robust fleet of Department of State (DOS) International Bureau of Narcotics and Law Enforcement (INL) aircraft and a cadre of personnel to support the Colombian National Police (CNP) and military forces. The goal of the counternarcotics programs in Colombia is to curtail of the supply of illegal drugs from Colombia through aerial eradication of illicit corps, interdiction of refining laboratories and trafficking activities, and related enforcement operations. Purpose: The purpose of this position is to support three major areas in the support of counternarcotics programs and in the oversight of a major aviation support contract. Provide expertise and oversight of an enterprise GEOINT program to include systems, mission planning, execution, analysis, and data compilation/distribution. Coordinate and liaison with various intelligence entities to ensure the Narcotics Affairs Unit (NAU) program collection requirements are met and the information is distributed appropriately. Provide expertise and oversight of information technology requirements, systems, and budgets. This position is in direct support of the Aerial Eradication program, Plan Colombia Helicopter Program (PCHP), and the Counter Drug Brigade. Duties and Responsibilities: a. Perform oversight and evaluation of the aviation support contractor's GEOINT program. Monitor contractor use and maintenance of major aircraft systems and subsystems. b. Ensure collection management is optimized for selected target areas. Evaluate remote sensing (RS) and intelligence, surveillance, and reconnaissance (ISR) collection products to ensure they meet USG requirements and intent. Assimilate data, perform analysis, and ensure accurate statistics compilation as required by the counternarcotics programs. c. Assist the program managers and the Senior Aviation Advisor by coordinating with the US Embassy and host nation organizations to acquire imagery data sets, metadata, statistics, and analysis for use in the various counternarcotics programs. d. Provide liaison with the Colombian National Police and military forces and integrate their resources into the programs' imagery gathering and statistics compilation systems. Provide oversight and assistance to the GEOINT nationalization process. e. Oversee and coordinate all aspects of technology upgrades, systems, and procedures related to GEOINT activities, intelligence, and information technology. f. Develop, coordinate, and implement the use of various Imagery platforms/capabilities available in Colombia and integrate them into a single efficient and effective entity. Chair a collection management board and coordinate advise the NAU program managers on the best methods for obtaining, developing, and exploiting the available in country imagery and intelligence assets. g. Coordinate with the Colombian National Police, the Colombian military, entities of the USG intelligence community, and the Embassy Intelligence Fusion Center to ensure requests for information are developed, submitted, handled, and tracked properly through collection. Ensure requested information is delivered to the user in a timely manner and is exploited and utilized appropriately. h. Advise the Senior Aviation Advisor on the NAU information technology requirements and status of its assets. Oversee the aviation support contractor's information technology program. Analyze the program's hardware, software, bandwidth, and technology requirements and make recommendations as to the purchase, use, and disposal of information technology systems and software. i. Develop, coordinate, and prepare completed staff actions as directed by the Senior Aviation Advisor and submit written reports, studies, and other documents related to GEOINT, intelligence, and information technology issues. j. Submit periodic written evaluations of the contractor's activities and performance. Provide comprehensive award fee inputs to the Senior Aviation Advisor regarding the contractor's activities related to GEOINT, intelligence, and information technology. k. Perform other duties as assigned. Minimum Qualifications: 1. U.S. citizenship, an able to obtain/maintain a Department of State (DOS) Top Secret security and medical clearance. 2. Bachelor of Science (BS) and/or Bachelor of Arts (BA) Degree from an accredited U.S. institution and/or 20 years of combined and related experience in the military, law enforcement, and program management. 3. Five years experience working with enterprise Geographic Information Systems/ Remote Sensing (GIS/RS) software including, but not limited to, ERDAS, GLOBAL MAPPER, ArcSERVER, ArcINFO, ArcMAP, and associated ESRI spatial extensions. 4. Three years combined experience in intelligence, surveillance, and reconnaissance (ISR) operations to include tasking, production, exploitation, and distribution of products. 5. In-depth knowledge of the use of intelligence products for intelligence preparation of the battlefield and their integration into real/near real-time mission requirements. 6. Knowledge of information technology hardware, software, bandwidth, and technology systems and requirements. Proficient in Microsoft office suite. 7. Knowledge of aviation aircrew training and standardization programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 8. Knowledge of tactical employment of aircraft in high-threat environments, deployment of aircraft to austere locations, and employment in counternarcotics operations. 9. Spanish Level 2/2 is required and strong English communication and writing skills is required. Preferred Qualifications: 1. Demonstrated knowledge of U.S. Government contract administration procedures. 2. Experience in precision agriculture technology is highly desired. Complexity: 1. Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed wing and rotary wing, tactical and transport aircraft, which function within an integrated program of diverse counternarcotics missions. These missions include aerial eradication, air-mobile interdiction, forward area aerial re-supply/replenishment, sustainment, host nation aviation training, and nationalization. 2. The advisor must be knowledgeable and proficient in the use of GEOINT systems and capabilities to integrate their products into mission support and provide rigorous analysis. The advisor must also be familiar with intelligence, surveillance, and reconnaissance assets to include their capabilities, limitations, and products for use in intelligence preparation of the battlefield (IPB) and integration into real/near real-time mission requirements. 3. The advisor must apply specialized and professional knowledge to oversee the aviation support contractor, Colombian National Police, and military operations in multiple forward operating locations throughout Colombia. 4. The advisor oversees multi-national/multi-cultural training programs, plans, policies, and procedures for the Office of Aviation and the Narcotics Affairs Section. The advisor will coordinate with multiple entities to include high level US Embassy and host nation personnel and makes recommendations to them on the implementation of all facets associated with his expertise. 5. The advisor performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviations aviation program that will improve mission effectiveness and flight safety of aviation operations in support of the counternarcotics mission. Physical Demands: The work is both physical and sedentary in nature and involves activity at airport, embassy, and field locations. Frequent travel and temporary deployment to austere field operating locations will be required. Advisor will travel to locations in the jungle and mountainous terrain, which involves physical exertion. Work Environment: The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, field inspections, and evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore, pose significant risk to the advisor while at these sites. Evaluation Criteria: Factor 1: Plan, organize, and implement an international counternarcotics GEOINT program. This includes major system and subsystem knowledge/proficiency, manipulation and analysis of data, and integration into USG and host nation programs and capabilities. These duties require extensive experience in GEOINT systems, demonstrated program management expertise, and the ability to articulate and work with entities of multiple nationalities. (35 Points) Factor 2: Coordinate program intelligence requirements in a manner which will satisfy the requirements and integrate them into the counternarcotics missions. This includes the ability to identify information requirements, ensure requirements are articulated correctly and tracked through completion, and the ability to assist in the exploitation and integration of information into mission planning and execution. These duties require a substantial background in ISR operations and processes. (20 Points) Factor 3: Oversee a major aviation support contract's information technology program. This includes overseeing a multimillion dollar budget that covers hardware, software, bandwidth, and technology requirements as well as the purchase, use, and disposal. These duties require a good working knowledge of information technology systems and requirements. (15 Points) Factor 4: Demonstrated experience in aviation program management practices, contract oversight, procurement regulations and guidelines, budget development, and program planning, execution, and monitoring. These duties require knowledge of applicable FAA, DOD, International Civil Aviation Organization, and Federal Acquisition Regulations (FAR) pertaining to procurement support and aviation contract management. (15 points) Factor 5: Past performance and the offeror's previous experience and quality of performance. (The evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (15 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
