Description

The intent of this notice is to inform the contracting community that the Government intends to enter into a sole source contract for services to "Modify MICU Nurse Call" at the Richard L Roudebush VA Medical Center with South Western Communications (SWC), 4871 Rosebud lane, Newburgh IN 47630 to install a new Rauland Nurse Call System as described herein: The Richard L Roudebush VA Medical Centers located in Indianapolis has the following requirement; to modify the nurse call system for MICU area under renovation. The Medical Center recently activated the new 7th and 8th floors, including a new Rauland Nurse Call System. The medical center's goal is to have the same standard of care throughout the entire facility, and as a result, the nurse call system was upgraded facility-wide to be capable of integrating with the new areas. The Rauland system that was installed on the 7th and 8th floors and throughout the facility needs to be expanded to include the new private rooms that are being added in MICU to create a fully integrated nurse communication system, while increasing patient safety and satisfaction. The purpose of an integrated facility-wide nurse call system is that if a nurse or other staff travels outside of their care area and a call is initiated, that care giver will still receive the call and can respond accordingly. If the nurse call system is not compatible in all areas, care givers outside their areas could miss patient calls, which could endanger patient safety. SWC, who installed the system on the 7th and 8th floors and throughout the rest of the medical center, is the only local authorized distributor and installer of the Rauland Nurse Call System. The installation of the Rauland Nurse Call System was a full and open competition procurement for the activation of the 7th and 8th floors of this facility. SWC was the contractor awarded that contract, they are the only local licensed installer and distributer of the Rauland system. During that procurement cycle three contractors submitted proposals and were evaluated. The Rauland system was selected. The FY10 facility-wide ARRA nurse call installation project was also bid out and was awarded to SWC because the competing companies were not able to provide an integrated solution to insure full interoperability and none are licensed to install the Rauland System. The Rauland Nurse Call System is the only system that will allow for full interoperability with all components of the existing nurse call, including the pocket pagers, wireless phones, tracer tags, and patient locator. Introducing another manufacturer's phone or resource location system would cause frequency interference with the currently installed systems. The current nurse call system has been approved to interface with our VA LAN. Other systems have not been approved and are not guaranteed that they could be connected to the VA LAN. As a result, the government intends to award a contract to South Western Communications (SWC) for these services on a sole source basis. The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1(b)(1), agencies are permitted to utilize this authority contingent upon a reasonable basis existing that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. This announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued via Federal Business Opportunities. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals and information received by 4:00 PM EST, May 24, 2011. Information received shall be considered solely for the purpose of determining whether a competitive procurement is a viable option.
