Response Deadline for Attending Site Survey: 23 May 2011, 12 Noon MST Response Deadline for Information contained in the Request for Information (RFI): 3 June 2011, 12 Noon MST Contracting Office Ms. Elizabeth Lawson, Contracting Officer; Ms. Allison Norder, Contract Specialist; U.S.A.F. Academy 8110 Industrial Drive United States Air Force Academy, CO 80840 Purpose: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to collect Market Research Information and industry expertise for the purpose of gathering market research which may or may not be used to develop a Performance Work Statement (PWS), or Statement of Objectives (SOO). The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaption and integration, pricing, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. Responses: Contractors are encouraged to submit information for the questions that follow. This RFI is prepared for planning purposes only and is not restricted to small business. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. RFI responses on company letterhead are requested for submission electronically and in accordance with the instructions listed in each attachment. All questions and responses shall be submitted, via e-mail, to allison.norder@usafa.af.mil. After review of the responses to this RFI, if the Government plans to proceed with an acquisition, a solicitation will be published on Federal Business Opportunities (www.fedbizops.gov). It is the potential offeror's responsibility to monitor this site for a future synopsis/solicitation, as they will not be notified. Point of Contact: Alternate Point of Contact: Allison Norder, Contract Specialist Elizabeth Lawson, Contract Officer 719-333-3988 719-333-3929 Allison.norder@usafa.af.mil elizabeth.lawson@usafa.af.mil Request for Information/Questions: The United States Air Force Academy (USAFA) is considering making available commercial internet service to a cadet population of approximately 4400 cadets living in two dormitories with 2250 rooms. We're also looking to provide service to shared areas where cadets congregate. These areas are approximately 50 additional rooms located throughout the two dormitory facilities. This project will come at no cost to the government and will be sustained with funds from individual cadet subscribers. Request information on estimated recurring cost of service to cadets, service delivery options, and support requirements from the base. • What levels of service can you provide with costs associated that is respectful of the cadets' limited pay? • Can you provide flexible contracting to include tiered service packages and no long-term contract (pay month-to-month) options? • Can you provide service with no upfront service or connection fees? • Can you provide flexible contract terms so cadets can easily terminate service over academic breaks or upon leaving the installation? • How do you propose to establish connectivity? • How long would it take to establish this service? • Will a separate physical infrastructure be required in the cadet dorms or can you utilize the existing infrastructure on a non-interfering basis? • Do you have a wireless solution that will cover all dorm rooms with the academic and athletic buildings as an objective capability? • What are the frequency management issues? • Can you describe the subscriber management services and customer support you can provide? • How many devices can be supported on one user account? • Can you provide adapters for customers that need them to support wireless? (i.e. wireless adapters for older models of gaming systems) At what cost? • What is the cost and implementation timeline to provide service to all dorm rooms and communal areas within the dorms? • How responsive can you be to changes? • Can you continually upgrade equipment to keep up with leading technology? Is there a cost associated with this? • Is there a way for USAFA leadership to have insight into network usage? We're also looking to provide service to shared areas where cadets congregate. These areas are approximately 50 additional rooms located throughout the two dormitory facilities. • What is the cost and implementation timeline estimate for this solution? Are there any other aspects that we need to consider before contracting for this service? Are there any comments concerning the NAICS and SBA size standards chosen for this RFI? A site survey will be offered on 26 May 2011. Those interested in attending will need to contact the POC by 23 May 2011, 12 Noon MST to provide names and information to gain base access. No access to USAFA will be granted to those who have not made arrangements with the POC by 23 May 2011, 12 Noon MST. A maximum of two representatives from each interested company will be allowed to attend the site survey. Representatives will be required to show two valid forms of identification on day of site survey to gain access to the military instillation.
