Description
The National Aeronautics and Space Administration (NASA) is considering conductinga procurement for the award of a single, firm-fixed-price Agency-wide contract for bothcontract closeout services and procurement support services. This contract will requireon-site performance of the services at the following locations: Ames Research Center,Dryden Flight Research Center, Glenn Research Center, Goddard Space Flight Center,Johnson Space Center, NASA Management Office at the Jet Propulsion Laboratory, KennedySpace Center, Langley Research Center, Marshall Space Flight Center, NASA Shared ServicesCenter, and Stennis Space Center.Contract closeout services are currently provided under a single Agency-wide contract,which expires on December 31, 2011. Procurement support services are provided through anumber of Center contracts set to expire within the next 1-3 years.The objectives of this sources sought synopsis are to gauge industrys interest in thisrequirement, improve NASA's knowledge of industry's capabilities, assist with anyset-aside determination, and solicit information that will enable NASA to better preparea solicitation that meets the Agencys requirements.The NASA Shared Services Center is soliciting information from industry to identifysources with the capability to administratively close acquisition instruments and performprocurement support activities at each of the nine NASA Field Centers, NASA ManagementOffice at the Jet Propulsion Laboratory, and the NASA Shared Services Center. Overallcoordination of these activities is provided by the NASA Headquarters Office ofProcurement in Washington, D.C., with contract administration being performed at the NASAShared Services Center located on Stennis Space Center in Hancock County, Mississippi.There is not a requirement for an on-site presence at NASA Headquarters. The Contractor will perform closeout activities in accordance with FAR Subpart 4.8 andNASA FAR Supplement (NFS) 1804.8, or by using quick closeout procedures in accordancewith FAR 42.708 and NFS 1842.708. Grants closeout will be in accordance with the Grantand Cooperative Agreement Handbook (NPG 5800.1). Acquisition instruments to be closedinclude contracts, purchase orders, grants, cooperative agreements, and interagencyagreements. The estimated number of instruments available to be closed each year isapproximately 11,000. The Contractor will be required to utilize NASA's financialmanagement system (SAP) to assist in the closeout process.Procurement support services to be performed include pre-award activities such as:receiving requirements packages; performing market research; developing solicitations;creating required file documentation; and entering data into current NASA informationmanagement systems. Post-award activities include: entering information into FPDS-NG;distribution of contracts and modifications; preparing contract file documentation; andassisting with non-inherently Governmental contract administration tasks. This list oftasks is not all inclusive of the pre-award and post-award functions that may berequired.It is anticipated that a firm-fixed-price completion basis contract will be awarded forthe contract closeout services and an IDIQ provision utilizing fully-burdened fixed-pricelabor rates will be used to order procurement support services. The period ofperformance will be five years consisting of a two-year base period and three 1-yearoption periods. The NAICS code and the small business size standard for this procurementare 561110 and $7.0M, respectively.This contract will include an Organizational Conflict of Interest (OCI) clause that willplace restrictions on a companys ability to pursue additional NASA work. To assist NASA in evaluating this procurement opportunity, we are seeking the followinginformation from industry: 1)The name and address of your company? 2)Your point of contact (name, position, address, and phone number)?3)Your companys size status and classification (large business, small business,service-disabled veteran owned small business, etc.)? 4)How long has your company been in business? If so, what Agency and at what locations? 7)If your company provides procurement support services, what types of tasks dothey perform (closeout, data entry, preaward contract tasks, contract administration,etc.)?8)Does your company have experience using NASA IT systems such as the ContractManagement Module (PRISM) or NASA's financial management system (SAP)?Does your companyhave experience entering data into the Federal Procurement Data System (FPDS-NG)?9) Does your company have the ability to provide closeout and procurement supportservices at all the NASA sites listed above? If NASA decides to host an industry day or preproposal conference, logistical informationwill be included in the pre-solicitation synopsis and/or resultant solicitation. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto.
