- This Request for Information (RFI)/Sources Sought Notice is issued for informational and planning purposes only. This is not a Request for a Quote (RFQ). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Letterkenny Army Depot is currently conducting market research to locate qualified, experienced, and interested potential sources. Negative replies are also sought. Letterkenny Army Depot is seeking information concerning the availability of capable 8(a) contractors to provide contractor support for various Letterkenny Munitions Center (LEMC) missions. These missions could have the requirement for laborers, welders, administrative personnel, computer technicians and specialist in the Logistical Modernization Program (LMP). The requirement is designed as a contingency to hire up to 30 contract employees when workload exceeds LEMC capabilities by more than 20% of the LEMC resources. Any resulting contract would have one base year and 2 option years and only be used to reduce excess workload, backlog and meet customer's deadlines. This work specification establishes the government's requirement for semi-skilled services for LEMC operational support performed by a contractor. The contractor serves the full range of LEMC operations to include Demilitarization and Resources, Recovery and Recycling, (R3) of inert and explosive munitions items, Receipt and Issue of Munitions, and Inventory & Warehousing operations. The Contractor would perform this work in conjunction with highly trained LEMC government personnel using established and approved Standing Operating Procedures (SOP's) for explosive hazards operations and other established safety and quality requirements. For the purposes of the RFI, the North American Industry Classification System (NAICS) Code is 541990 - All Other Professional, Scientific, and Technical Services. The small business size standard is $6.5M.
