- Solicitation Number: FA3089-11-B-0001 Notice Type: Pre-solicitation Synopsis: This notice is posted in accordance with FAR Part 5.203, FAR Part 36.213-2, and FAR Part 14 Sealed Bidding. This acquisition is set aside - Competitive 8(a) acquisition limited to firms with a Small Business Administration (SBA) validated bona fide place of business within the San Antonio, Texas SBA District (District Office 0681). An offeror must be a certified 8(a) within Region 0681 prior to the closing date of the solicitation. The NAICS code is 237310 and the Size Standard is $33.5M. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. Contractor must be registered in Central Contractor Registration prior to award in accordance with FAR Part 4.1102 and DFARS 252.204-7004. Registration may be accomplished at http://www.ccr.gov. Additionally, the offeror must be familiar with policies and procedures IAW FAR Part 14 Sealed Bidding (http://farsite.hill.af.mil/ ). The Scope of work consists of repairing the Critical Pavements at the Auxiliary Airfield in Sequin, Texas in accordance with the Statement of Work, applicable drawings and specifications. In particular, the contractor shall provide all labor, material, equipment, tools and supervision to include, but not limited to, demolition and construction of roads, aprons, taxiways, removals and miscellaneous work. The tentative date for opening bids will be 30 days after issuance of Invitation for bid (IFB). Attendees to the Bid opening will be provided specific instruction and requirements for base access. A proposed start date for the performance of this order will be approximately 30 to 60 days after award; the expected period of performance is 150 calendar days. The place of performance is at 1023 Airport Road, Sequin, Texas 78155. Site visits will be specified after the posting of the solicitation by Mr. Ray Gandia at who can also be reached at Radames.Gandia@US.AF.Mil. All bids shall be submitted no later than 1:00pm (1300 hrs) on the scheduled tentative date and shall be valid for a minimum of 60 days. It is the sole responsibility of the Offeror to assure timely submission of 1 (one) hard copy accompanied by an electronic copy (Disc). Sealed bid shall be submitted to: Contracting Office Attention: Frank Melchione 902 CONS/LGCA - FA3089 395 B STREET WEST STE 2, room 106 RANDOLPH AFB TX 78150-4525 Bids will be evaluated and awarded on the basis of price and other price-related factors; award shall not be made until all required approvals have been obtained and the award otherwise conforms with FAR Part 14 subpart 103-2. The Davis-Bacon Act (40 U.S.C. 3141 et seq.) applies in this solicitation. Check the http://www.wdol.gov for the current wage determination information from the Department of Labor. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation; Federal Acquisition Circular 2005-37. Place of Performance: Seguin Aux. There is no fee for this solicitation; it is the responsibility of the Offeror to check the website for any changes to the solicitation. Offeror is required to provide a signed copy of the SF1442solicitation at the time and place specified for receipt of proposals. There will be a public bid opening; Optional Form 17, sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number and the date and time proposals are due. Contractors shall be capable of securing bonds for a minimum of $1Million. At any time during the performance of the contract, the Contracting Officer can require the contractor to increase bonding capabilities. Contractors that are debarred, suspended, or proposed for debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date.
