- This is a Sources Sought Synopsis for the purpose of conducting market research, and obtaining industry information ONLY. No proposals are being requested, nor accepted at this time. The purpose of this synopsis is to gain knowledge of interest from small business concerns including 8(a), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The USPFO for Minnesota will use this information to develop an acquisition strategy for the upcoming STATE WIDE BATTERY requirement. Typical work includes, but is not limited to: Place a complete inventory of batteries in approximately 12 locations throughout the State that stock batteries on an ongoing basis. This is limited to locations that use more than 40 batteries per year. Batteries will be stocked on a consignment basis. Keep track of the batteries on inventory in each location and bill the Government as batteries are put into use from the inventory stock. Provide 'WILL-CALL' delivery services to locations not stocking battery inventory. Deliver all batteries wet, acid activated, load tested and guaranteed fresh, ready for installation. Provide regularly scheduled route services to all locations that stock batteries. If battery inventory is depleted early, provide batteries, as needed, within 48 hours. Battery inventory shall be rotated 90 days from the factory date, to provide each location with fresh batteries at all times. Provide junk battery removal of all cores on a scheduled basis. Deliver one or more commercial racks to locations when requested at no additional charge to the Government. Vendor must be capable of invoicing through Wide Area Work Flow (WAWF), with payment to one location. Payments cannot be made to multiple locations. Anticipated magnitude of this acquisition is between $1,000,000 and $5,000,000 over the five (5) year period. The North American Industry Classification System (NAICS), code(s) for this requirement will be 335911. The small business size standard will be 500 employees. Total contract period for this acquisition, to include all options, shall not exceed five (5) calendar years (one (1) Base year and four (4) one year option periods). All interested small business concerns will provide this office the following: (1) A statement of positive intent to submit a proposal; (2) Company Name, address, point of contact, telephone number, and email address; (3) Small Business status, to include 8a, HUBZone, SBD, SDVOSB, large / small business etc. Status of 8(a) or HUBzone contractors will be verified by the Small Business Administration (SBA); (4) A brief outline of resources that would be used to accomplish the requirement. In the event sufficient small business contractors are not available for adequate competition for this requirement, it will be advertised as unrestricted.
