Description
This Announcement replaces P11PE00554 and P11PE00356. The requirement will be procured under Announcement No. P11PE00297 and Solicitation No. P11PS00297.The National Park Service intends to issue a Request for Quote for a Firm-Fixed Price contract to provide the materials, equipment and labor necessary to mitigate lead paint identified in the interior walls of building 208. The Building 208 is scheduled to be restored for a grand opening as a new Children Learning Center. In order to eradicate all safety and health risk, we are soliciting contractors to submit proposals for the complete elimination of lead containing material. This building is considered a historical structure build before 1978, thus containingpossible lead based paint on its walls. A lead based paint risk assessment report was conducted, testing positive in some areas. The contractor and his employees should be certified to perform lead~safe work and mitigation practices by the Puerto Rico Environmental Quality Board (PREQB), and the Environmental Protection Agency (EPA). Contractor is expected to submit and gather all required permits and notices to the PREQB and EPA plus any additional federal and state permits required. Also he must submit final report to the PREQB. Contractor is expected to have his employees covered by pertinent insurance policies. Contractor is expected to mobilize and demobilize all equipment, supplies and labor that will be used in the project. The contractor will be supplied utilities in order to perform the work. Contractor should submit a work plan in Spanish and English, which containspersonnel licenses and certifications, Landfill credentials, and others. Contractor should submit a hazardous waste manifest, and be responsible for transportation and disposal of all wastes generated. Contractor should conduct air monitoring test in before, during and after the projects is completed in order to comply with air quality regulations and guarantee containment during the project progress. The contractor should provide his employees all necessary personal protective equipment, in order to minimize of exposure. Contractor is responsible for the testing of all lead based paint samples. The solicitation will be issued on 05/18/2011. The applicable NAICS code is 562211, with the size standard $12.5 million. The Government reserves the right to cancel this solicitation. This Announcement does not constitute the solicitation.
