Description
The purpose of this sources sought is to seek information about sources that can provide car sharing services for General Service Administration (GSA) Fleet vehicles. This Sources Sought Notice is not a request for proposal and in no way obligates the GSA to award a contract. This sources sought synopsis contains the currently available information. This information is subject to change at any time. REQUIREMENTS : The general requirements of the effort will be to provide the full range of capabilities of onboard telematics and a web-based reservation system with the desired outcomes listed below. The contractor shall: 1. Provide and install onboard telematics equipment in all participating vehicles: 1.1. Provide the hardware and technology to allow on-line web-based vehicle reservations. Hardware shall not require any centrally located lock box for vehicle keys. Hardware shall allow for each vehicle's appropriate GSA supplied keys and Fleet Services Card to be stored in each corresponding vehicle. 1.2. Coordinate with the points of contact with GSA Fleet and end-user customer to perform hardware installation. 1.3. Assure the hardware is correctly installed and operational on the selected GSA Fleet vehicles. 1.4. In the event of a short-term (pilot) request, the contractor must provide for the removal of said equipment upon the completion of the trial/pilot period. 2. Provide access cards, key fobs or other acceptable driver identification method to support the car sharing product. Alternatively, the contractor shall be capable of utilizing civilian Federal employees' HSPD-12 ID cards or Department of Defense Common Access Cards (CAC) for this purpose if so requested. 3. Provide authorized registered users access to the reservation system, and also provide access to the vehicles using the acceptable driver identification method. Access to the vehicles can only be done after the authorized government employee has made a reservation for the vehicle, and will limit access based upon the identification of the user, and date and time of the reservation. 4. The contractor shall provide a fleet management services program via the internet that allows customers to reserve vehicles, access usage logs, and view status. In addition, the contractor shall: 4.1. Maintain the web-based reservation system 4.2. Provide federal agency personnel with self-service vehicle scheduling and smartcard-based access to GSA Fleet vehicles. 4.3. Ensure that the technology automatically verifies the user has a proper reservation for the vehicle on the date and time when the user is attempting to operate a vehicle. 4.4. Display to authorized federal employees these GSA Fleet vehicles on the reservation system via a website (vendor must provide web-site for access) 4.5. Ensure that the reservation web-site incorporates location information for vehicle pick up. 4.6. Ensure that the reservation web-site will provide confirmation upon successful reservation. 4.7. Provide access to both customer agency fleet managers and GSA Fleet with detailed vehicle utilization reports. These reports must be provided in an electronic medium and include: i. Start and end time/dates ii. Miles driven iii. Vehicles used iv. Starting and ending locations v. Utilization reports 5. Provide training to the government employees on how to use the reservation system. 6. Provide promotion/marketing of the program with participating customers. 7. Provide technical assistance and troubleshooting for both the vehicle equipment and web-based services. INSTRUCTIONS: To respond to this Notice, the Vendor must provide the following information: 1. General Information about your firm: a. Company Name, Address b. Point of Contact c. Telephone and FAX numbers and E-mail address d. Company website e. GSA Schedule Number (if applicable) f. DUNS Number g. Business Size / Socioeconomic Status 2. Description of Car Sharing Services which meet the minimum requirements as specified above to include product specifications and other literature if available. Responses to this Notice are due to the POC no later than Tuesday May 31, 2011, at 2:00 P.M., ET, and shall be submitted electronically via email only to ontheroad@gsa.gov with a copy to bridget.duffy@gas.gov. The subject line of the email message shall be: Car Sharing Services. No other method of transmittal will be accepted. THIS IS NOT A REQUEST FOR PROPOSAL. An order will not be placed as a result of this sources sought notice.
