- Changes Outline: - The due dates have been extended to allow for increased competition. - A budget has been established for this order. - The period of performance has a new requirement. - The travel and per diem section has new details. - Evaluation factor 4, Price, has been slightly modified. *** The Uniformed Services University of the Health Sciences (USUHS) located on the Naval Support Activity Bethesda (NSA Bethesda) - formerly known as the National Naval Medical Center (NNMC) - in Bethesda, Maryland, has a requirement for a comprehensive five-year assessment of the Vice President for Finance and Administration. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotes (RFQ) for commercial services is in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It will be the responsibility of the offeror to check the website, http://www.fbo.gov, for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-51. This requirement is set aside for small businesses under NAICS code 541612. See attached provisions and clauses. The Government will award a single award, firm fixed price contract. To be eligible for contract award, an offeror must register with the Central Contractor Registration (CCR) database and the Online Representations and Certifications Application (ORCA). Budget: The budget for this requirement is $50,000.00. Requirement & Background: The Uniformed Services University of the Health Sciences (USUHS) has a requirement for a comprehensive assessment of the performance of the Vice President for Finance and Administration of the University (VP for Finance and Administration) over the past five years. USUHS wishes to employ the services of a nationally recognized professional with experience and expertise in finance, budgeting, planning and administration for an academic health center/medical school administration. The University President established the requirement that each of the University's senior leadership would undergo a comprehensive performance assessment at the completion of their fifth year of service to the University. A comprehensive assessment for the VP for Finance and Administration has not been accomplished to date - only annual self-assessments. The requirement calls for a qualified outside contractor to lead a team of selected members from USUHS in completing interviews and a comprehensive review of the VP of Finance and Administration's performance against the goals he established and were subsequently approved by the University President. There will be an administrative executive identified to work with the contractor selected and assist in coordinating the internal administrative support needed by the selected quote. The offeror is expected to develop a plan that will be reviewed by USUHS personnel prior to its execution. The outside contractor will then provide the final assessment in written and presentation form to the University President. University Information: Established by U.S. Congress in 1972 under the Department of Defense, this federally funded university educates and trains uniformed services scientists and healthcare practitioners for the U.S. Army, Navy, Air Force, U.S. Public Health Service and the Veterans Administration. The University's F. Edward Hébert School of Medicine (SOM), the Graduate School of Nursing (GSN), Naval Postgraduate Dental Colleges and the Armed Forces Radiobiological Research Institute are located on the campus of the Naval Support Activity Bethesda (formerly known as the National Naval Medical Center, Bethesda, Maryland). The Air Force Postgraduate Dental College is located in San Antonio, Texas. Doctoral and master's degrees in the biomedical sciences and public health are awarded by interdisciplinary and department-based graduate programs within the School of Medicine. Program strengths include infectious disease, neuroscience, psychology and preventive medicine research. A large number of graduates are military officers and/or serve the federal biomedical research enterprise. The Graduate School of Nursing offers a Master of Science in Nursing degree in Nurse Anesthesia, Family Nurse Practitioner, Perioperative Clinical Nursing, Psychiatric Mental Health Nurse Practitioner, and a full - and part-time program for a Ph.D. in Nursing Science. The Naval and Air Force Postgraduate Dental Colleges offer a course of instruction for a Master of Science degree in Oral Biology. The Armed Forces Radiobiological Research Institute collaborates with other government facilities, academic institutions, and civilian laboratories in the United States and other countries to research the biological effects of ionizing radiation. In addition, it provides medical training and emergency response to manage incidents related to radiation exposure. Scope of Work: The assessment shall be based upon interviews with selected individuals and a review of the VP for Finance and Administration's performance. The contractor will consult with the President, USU to: oProvide a comprehensive 5-year performance review of the Vice President for Finance and Administration. The contractor will: oWork with an administrative executive identified to work with the contractor. The administrative executive will coordinate the internal administrative support needed by the contractor. oLead a team of selected members from USUHS to provide the requested program review. The review team will consist of a core group appointed by the University President. oCoordinate with the selected review team to meet at the university as required accomplishing the review between June 15, 2011 and October 14, 2011 (est.). oGather information from the following communities of interest in performing this review: Graduate Medical Education (GME) Directors USU Centers and Institute Directors USU SOM and GSN Faculty, Department Chairs and Administrators Research Directors and Administrators Leaders at the Assistant Secretary of Defense for Health Affairs/TRICARE Management Activity Others as designated by the review team oCoordinate with each University Cabinet level position and the President of the Faculty Senate to allow interviews with faculty and staff members who would like to meet with the team individually. oDevelop an information gathering survey instrument that is available for members of USU to voluntarily provide input to the review process. For applicable university statistics please see the statistics section below. Interviews may be conducted in person, via email, or by telephone. However, the names of persons interviewed will be reported anonymously. The assessment will include a comprehensive review of the VP for Finance and Administration's past accomplishments, and it should also include recommendations for future actions and priorities. The evaluation shall cover the following topics: leadership; communication; executive and managerial characteristics and support of University's research, teaching, and professional development of the faculty and staff efforts. The assessment shall also include a comprehensive account of the Vice President's strengths and weaknesses, along with recommendations for improvement in all assessment categories, and an account of how the University has changed under his direction. The offeror must provide a verbal presentation of the assessment to the USU President towards the end of the period of performance (actual date TBD). A written report will be submitted to the USU President by the end of the period of performance (actual date TBD). An electronic draft shall be sent to the University President 30 days prior to the presentation date to ensure all aspects of the assessment have been addressed in full. The presentation will be conducted at the University at 4301 Jones Bridge Road, Bethesda, Maryland. Upon completion, the offeror will prepare the final review in a written format of his/her choosing with the number of pages determined by the extent of their findings. Offeror will deliver five (5) hard copies and one (1) electronic copy prepared in Microsoft Word©. The government will provide the classrooms, meeting areas, supplies and equipment needed to support the delivery of this program review. Period of Performance: June 15, 2011 through October 14, 2011 (est.). An estimated timeline of events should be included in the offeror's quote, and may be subject to change once awarded in order to better fit the schedules of all parties involved. Performance timeline should be no longer than 120 days after receipt of order. Any extensions of this period of work must be approved by the Contracting Officer in advance IAW appropriate policies and procedures of the USU Contracting Office; changes in the nature or expanse of the work to be done would require a formal modification of the scope of work of the contract. Roles and Responsibilities of the Vice President for Finance and Administration: The Vice President for Finance and Administration is responsible for directing and managing the operations of a wide variety of support elements of the University in the broad categories of administration, financial management and health and safety. He serves as the chief financial and administrative officer for the University that includes a medical school, a graduate school of nursing, a graduate school of dentistry, a graduate program, a research institute, a number of centers of excellence, a major continuing education program and numerous grant funded research endeavors. The Vice President for Finance and Administration directs and oversees efficient support operations which include the Directorates for Contract, Financial and Manpower Management, Resource Management Information, Civilian Human Resources, Facilities, Logistics, Security, Environment Health and Occupational Safety, and Administrative Support Services. The Vice President for Finance and Administration has the primary responsibility for the fiscal management and the development of fiscal and administrative policy for Federal grants and cooperative agreements within the University. He is responsible for initiating and developing policy for those areas, and for making changes to the structure and operations to ensure a well-run and efficient operation. He is responsible for the formulation and execution of the University's budget submission and Future Years Defense Program (FYDP) according to the complex Planning, Programming and Budgeting System (PPBS) of the Department of Defense (DoD). Ensures that the budget's subsequent execution is in accordance with Congressionally approved funding or reprogramming authority. Serves as a key advisor to senior management on program plans and policies involving manning targets, budget alternatives, and resource allocation as well as overseeing the maintenance of the University's manpower system. The Vice President for Finance and Administration plays a key role in the formalization and implementation of the University's strategic planning process. Working within guidance specified by the DoD and the Board of Regents, he evaluates the use of resources, present and future, and works with other University managers to ensure effective long-term planning. University Statistics: • Number of current students: 1,037 (681 MD; 163 GSN; 158 Graduate Students; 35 post-grad dental) • Number of current chairs: 30 (SOM 20 and 3 Directors; GSN 2 and 5 Directors) • Number of current faculty: 329 (208 Civilian, 121 Military), plus 3,999 off-campus adjunct • Number of current staff: 617 (461 Civilian, 156 Military) • Number of current Regents on the Board: 15 (9 appointed, 6 ex. officio) • Number of current VPs: 2 Sr. VPs, 5 VPs, 1 Director of AFRRI, 1 Brigade Commander • Number of current Deans: Four - 1 SOM, 1 GSN, 2 Dental (1 Navy, 1 AF) • Number of current Assoc Deans: 8 SOM, 2 GSN, 1 Vice Dean Travel and Per Diem: All travel expenses will be reimbursed in accordance with the Joint Travel Regulations (JTR). However, all offerors must submit an estimated travel expense quote based upon a combination of both their past experience and their selected technical approach for this assessment (i.e., how many trips will be required, how long each trip will be, modes of travel to get here and while here, etc.). The submission shall include an estimated break-down of each task that the offeror's technical approach requires. Each one of those tasks shall include the total number of estimated hours per task and the number of estimated trips each task will require. Qualifications/Evaluation Factors: Award will be made on a best value determination considering the following evaluation factors: 1. Corporate Experience - Offerors are required to provide a narrative of their experience in performing past assessments of senior finance and administrative leadership of higher learning academic institutions. Any experience working with a medical school, graduate school of nursing, or federal and/or state government should be noted due to differences in appropriations when compared to the public sector. This should also include information regarding the offeror's experience performing their quoted method of assessment. The offeror will possess an advanced degree in finance, business management, health care administration or education and have extensive experience as a Senior Executive in the areas of University administration (such as facilities, human resources and logistics), planning, budgeting and finance. Offerors are required to provide a resume or resumes of key personnel involved with the assessment. Quote must state which position and duties each individual is responsible for. Offerors must indicate whether resumes provided are current employees or possible future employees. Any offeror providing a resume of an individual for an identified key position, who will not be available during contract performance, must provide an alternative with comparable qualifications. 2. Technical Approach - Offeror's methodology for completing assessment. Offerors shall describe their method(s) of assessment. If citing named methodologies, please include a description of what it entails and how the plan will be implemented. This portion shall include a milestone chart depicting each step of the assessment (from award of contract to final completion of assessment), how long each portion will take, and who will be working on each portion. 3. Past Performance - The Government shall evaluate the offeror's present and past performance within the past three (3) years. Offerors must provide a minimum of three (3) references on work of similar complexity, scope, dollar amount, and type. The references must complete the attached past performance survey and email a copy to jody.bester@usuhs.mil by 5:00 PM (EST) on June 10, 2011. It is the offeror's responsibility to ensure past performance surveys are received by the due date. Any survey included in the quote package, but not emailed to jody.bester@usuhs.mil will not be considered. Offerors may provide additional information to support past performance history, but not in lieu of the past performance surveys required. USUHS reserves the right to contact customer references for additional information. Offerors will have an opportunity to address any adverse past performance history. Offerors who do not have any past performance history will not be rated favorably or unfavorably, but will instead receive a "neutral/unknown" rating for past performance. A strong history of relevant past performance may be more advantageous to the Government than a less relevant record of favorable past performance. The Government reserves the right to use data provided by the offeror and data provided by alternate sources in conducting its assessment of past performance history. 4. Price - Offerors must provide a firm fixed price quote. The budget for this requirement id $50,000.00. For price analysis purposes only, offeror shall provide a detailed break-down of the hourly bill rates for each position outlined in the quote, the number of anticipated hours per position, and travel expenses. This should match the number of hours outlined for each task in the milestone chart. All quotation packages shall be clearly marked with the quotation number, tax identification number (TIN), DUNS (Data Universal Numbering System/Dun & Bradstreet) number, point of contact name, phone number, fax number and email address (if available). Due Dates: Questions must be submitted via email to jody.bester@usuhs.mil by noon on May 25, 2011. Questions submitted after this date will not be answered. Questions will not be answered over the telephone, but will be answered in an amendment to the solicitation posted on or about May 27, 2011. It is the responsibility of the offeror to monitor FedBizOpps for any amendments to the solicitation. All quotes and past performance surveys are due by 5:00 PM (EST) on June 10, 2011. Quotes must be emailed to jody.bester@usuhs.mil. The Government reserves the right to award without discussion. USUHS is located on a secure installation and base access will not be provided nor will anyone be able to meet offerors at the gate to accept quotes.
