Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. The responses to this synopsis will be used as Market Research to determine the Bureau of Reclamation's overall procurement strategy. All eligible and qualified concerns may submit capability statements for consideration. Qualified and eligible 8-A contractors are encouraged to submit capability packages on this acquisition. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The Bureau of Reclamation, Lower Colorado Region is contemplating a project where the Contractor will design; furnish all materials, equipment, supplies, personnel and all other resources to install a trash rack rake cleaner at Parker Dam. Parker Dam is located approximately 17 miles southeast of Lake Havasu City, Arizona, in San Bernardino County, CA. The trash rack rake cleaner furnished shall be suitable for automatic and/or manual operation in raw diverted river water and shall be designed and arranged to remove weeds, grasses, trash, plastic bags, branches, tires, quagga mussels and other debris from the trash racks, and loading debris in trucks so that debris may be disposed of periodically by the owner to make room for new debris collected by the rake. The trash rack rake cleaner shall be capable of clearing debris across the entire length of the trash racks in their current condition, allow for trashracks to be removed without having to uninstall any equipment that is part of the trash rake and be operational with flows with velocities of 6 feet/sec or less. The trash rack rake cleaner shall be capable of removing a maximum debris load of 2,000 lbs from each of the trash racks and shall be designed to allow water to pass through and drain for effective raking of leaves and small debris. The installed equipment shall allow for 10' feet of clearance along the entire bridge deck. The final design should be stamped and sealed by a licensed engineer. The contractor shall furnish and install equipment that operates on electrical power. The government will not accept equipment that operates on gas, diesel fuel or other alternative sources of energy. It may have emergency backup operation using alternative energy sources but the primary source of power for the equipment shall be electrical. The installed equipment shall be capable of loading a standard size dump truck on the bridge deck. Capability statements are to be submitted not later than March 28, 2011. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type (8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc., and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed similar work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed.
