Description
This proposed contract action is for a service in which the Government intends to negotiate with only one source, the Dartmouth Medical College, under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2) only one responsible source, 10U.S.C. 2304(c)(1) or 41 U.S.C. 253 (c)(1). The requirement is for a Scientific Advisory Consultant to assist the University of Rochester in researching and writing grant proposals for two applications: 1). The Increasing Treatment among Veterans calling the Veterans Crisis Line and 2). Increasing Help-Seeking Among At-risk Soldiers. The Scientific Advisroy Consultant will research divisions both in VA and American Institute of Biological Sciences which manages suicide research proposals for the U.S. Army. The Scientific Advisory Consultant will assist in the scientific development of two separate grant applications to improve help-seeking among at-risk Veterans and active duty soldiers in the Army. Specifically, the Scientific Advisory Consultant will provide input on (1) the research design of each proposal, (2) the methodological approach and development of measurement instruments, and (3) the statistical analysis of each of the two studies. The scientific goals for these two studies have been divided into two grant applications because the respective proposals focus on different populations including 1) Veterans of the military calling a crisis line and 2) active duty service members in the Army. Although the PI is an expert in suicide research, the scope of work of these two grant applications is of a magnitude to warrant additional scientific assistance, and in particular, from a Scientific Advisory Consultant who has specific expertise in developing and testing brief, practical interventions to promote behavioral health treatment seeking for conditions that increase suicide risk in military populations. The Scientific Advisory Consultant must be an expert in the development and testing of an intervention to increase help seeking among individuals who show behavioral health symptoms including PTSD that are known to confer risk for suicidal behavior in military populations. The Scientific Advisory Consultant must also have expertise using an intervention that is brief and can be delivered by phone to make it practical for use with 1) Veterans who live throughout the U.S. calling a crisis line and 2) U.S. Army soldiers who may be deployed. The Scientific Advisory Consultant must also have expertise using the intervention with military populations. The development of the two grant applications will be informed by the Scientific Advisory Consultant ™s prior and ongoing work in developing and testing a brief, phone-based intervention to increase help seeking in military populations with behavioral health symptoms (e.g., PTSD) that confer risk for suicidal behavior. This Notice of Intent is not a request for competitive proposals, however, all information received by 10:00 a.m. EST on May 19, 2011 will considered by the Government. Interested parties may identify their interest and capabilities to the requirement via email. A determination by the Government not to compete this proposed contract action based on responses received as a result of this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. No solicitation document is available.
