- NASA Goddard Space Flight Center (GSFC) has a requirement to continue the Space andEarth Science Data Analysis (SESDA II) contract. The purpose of this contract is toprovide a broad range of services to support primarily Sciences and ExplorationDirectorate (SED, Code 600) Earth and Space science research and development, dataoperations, as well as activities in information system technologies, engineering, andeducation and public outreach, that enable Code 600 to successfully carry out its sciencemissions at the Goddard Space Flight Center (GSFC).NASA GSFC intends to extend contract NNG06EB68C by six months to allow adequate time forthe competition of the follow-on contract for SESDA II. This six-month extension will befrom July 1, 2011 through December 31, 2011. The extension is required to ensureuninterrupted support and meet critical requirements and milestones until the follow-oncompetitive contract is awarded. While the competitive follow-on procurement is beingconducted, Adnet Systems Incorporated must continue supporting critical requirements. This procurement action is being conducted on a sole source basis in accordance with 10U.S.C. 2304 (c) (1) Only One Responsible Source. Adnet Systems Inc. possesses thecapability and has the requisite skills, in-depth expertise and experience necessary tosupport all of the Earth and Space science research and development, data operations, aswell as information system technologies, engineering, and education and public outreachrequired by the SED to successfully carry out its science missions until the follow-oncontract is awarded. No firm other than Adnet can provide ongoing technical supportwithout interruption and degradation of services and quality of support for thissix-month timeframe.The government does not intend to acquire a commercial item using FAR Part 12. See note26. Interested organizations may submit their capabilities and qualifications to performthe effort in writing to the identified point of contact not later than 4:30pm local timeon May 27, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based on responses to this notice, is solely within the discretion ofthe government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency.
