Description
In accordance with the Federal Acquisition Regulation (FAR) Part 5, this synopsis is posted for the United States Department of the Interior (DOI) Bureau of Ocean Energy Management, Evaluation and Enforcement (BOEMRE) Procurement Operations Branch, Contracting Office for this procurement. This synopsis is to announce the Governments intent to award a sole source to the University of Tulsa at 600 S. College Ave, Tulsa, Oklahoma, 74104, in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy Agencys requirements. BOEMRE Procurement Operations Branch anticipates awarding a Contract with the University of Tulsa, for participation in the Tulsa University Drilling Project (TUDRP) for a base year and four (4) 1-year option years, totaling 5 years. The Tulsa University Drilling Research Project (TUDRP) is a nonprofit cooperative industry-university research venture in which contributing members pay an annual membership fee to partially support research on drilling technology. The anticipated value of the contract is $52,500 for the base year and $262,500 over the 5-year period of performance if all options are exercised. The anticipated award date is no later than June 24, 2011. This is NOT a request for competitive proposals. The intent of this Special Notice is for informational purposes only. However, any and all information received by the point of contact (POC) listed below; by close of business, Friday, May 27, 2011 will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
