Description
IRAQ BUDGET & FINANCIAL ACCOUNTABILITY ADVISORS Candidates must be U.S. citizens The U.S. Department of the Treasury’s Office of Technical Assistance is recruiting a Resident Advisor to support its ongoing efforts in Iraq. The advisor will be hired under a personal services contract or through the Intergovernmental Personnel Act Mobility Program, which provides for the temporary assignment of personnel between federal, state and local governments and other eligible organizations (www.opm.gov/PROGRAMS/IPA/). DUTIES: (a)Assist the Ministry of Finance with the preparation of the budget strategy and budget preparation documents, including budget ceilings and medium term fiscal framework. (b)Assist the Ministry of Finance to increase the level of transparency of budget information through improved publications on Iraqi budget execution and preparation on the ministry website and through reports to the Council of Representatives; (c)Assist the Ministry of Finance in the adoption and dissemination of the updated accounting manual; (d)Assist the Council of Representatives’ Finance Committee and staff to improve budget formulation, review, analysis, and oversight, and in other legislative aspects of budgeting and budget execution; (e)Provide support to the U.S. Embassy regarding the Government of Iraq budget. The ideal candidate must have a degree in business, accounting, finance or public administration or related field; experience in public sector financial management, including use of financial management information systems; quantitative analytic skills, including the use of Microsoft Excel, are essential. International experience and a demonstrated ability to understand budget and financial practices and experience in developing and delivering related training is desirable. SALARY: Salary will be negotiated in accordance with program regulations based on demonstrated salary history. Salary ranges from $123,758 to $165,300. Overseas benefits are provided as allowed by Federal regulations. Successful applicants will be subject to a security background investigation at the appropriate level and will need to have a medical clearance.
