- Human Development (NICHD) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including 8(a) small businesses, small disadvantaged businesses, woman-owned small businesses, service-disabled veteran-owned small businesses or HUBZone small businesses capable of carrying out a collaborative study with the NIH in up to 60 healthy volunteers, on the ability of an fMRI task developed at the NIH to enhance conditioned stimulus preference for amphetamine. This is a human translation of a classical animal model used to assess drug reward. The paradigm established through this work will subsequently be used at the NIH in a virtual reality based Functional Magnetic Resonance Imaging (fMRI) environment to study functional neuroanatomy of drug reward. The vendor will prepare the tasks to be used in the study, recruit, screen and test the participants at their facility. Task 1: The vendor will provide the NIH a sample testing of the paradigm which includes data on at least twenty healthy volunteers, within 60 days for the start of the award/procurement. Task 2: The vendor will provide the NIH a developed paradigm that is a working virtual reality based fMRI environment to study functional neuroanatomy of drug reward. The vendor will generate a validation of behavioral tasks that is needed for subsequent imaging experiments. The vendor will also provide the data from the remaining volunteers within 120 days for the start of the award/procurement. The vendor shall also provide progress reports and updates to the NIH. Interested firms with the capability of providing the services required are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541712 with a size standard of 500 employees. All respondents are requested to identify their firms size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed ten (10) pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement should include a minimum of three references. Two (2) copies of the capability statement must be received at the contracting office address identified in this synopsis prior to 10:00 a.m. our local time at designated location on May 23, 2011. Capability statement must reference solicitation# NICHD2011104. Capability statement/responses by fax or e-mail WILL NOT BE ACCEPTED.
