Description
The Mission Installation Contracting Command (MICC) Mission Contracting Office (MCO)-Fort Eustis, VA will be issuing an unrestricted full and open competitive Request for Proposal (RFP) for Battle Laboratory Collaborative Simulation Environment (BLCSE), for the U.S. Army Training and Doctrine Command (TRADOC), Army Capabilities Integration Center (ARCIC), Fort Eustis/Monroe, VA. BLCSE is in support of distributed experiments/events and Army Capabilities Integration Center (ARCIC) led concept and capabilities development efforts. The purpose of this contract is to obtain technical services and expertise to enable ARCIC to meet its mission requirement to manage the development and use of BLCSE in support of the TRADOC Campaign Plan in an efficient manner and at a fair and reasonable price. The ARCIC Campaign Plan (ArCP) provides yearly experimentation guidance that provides learning demands, recommended venues, and recommended lead responsibilities for distributed experiments. In support of this experimentation guidance and distributed experiments, ARCIC Joint and Army Models and Simulation Division is responsible for the following: establishing, integrating and conducting configuration control of all models and simulations used in the distributed experiments to ensure the models and simulations comply with BLCSE technical standards; determining, developing and distributing terrain database sets required for all simulations; developing, coordinating and integrating simulation and data schedules in compliance with BLCSE Standard Operating Procedures (SOP) and E-Date sequence to reduce schedule risk for the simulation infrastructure and environment; coordinating, integrating and conducting configuration management of the various data sets, including simulation scenario files, required for models and simulations; establishing and maintaining a strict program of configuration control and configuration management of simulations, models, datasets and supporting software tools and enablers required to execute the simulation infrastructure and environment; providing simulation integration management and engineering services and the simulation battle master for execution of the simulation infrastructure. The Government contemplates the award of an Indefinite Delivery (ID) Requirements contract with Firm Fixed Price task orders to the successful offeror of this requirement. Period of Performance: 30-day phase-in period, 11-month base period, and two (2) 12-month option periods, if exercised. All work is to be performed in accordance with the Performance Work Statement. The designated NAICS Code is 541512 -Computer Systems Design Services with a size standard of $25 million. It is required that all contractors doing business with the Government be registered with the Central Contractor Registry at website: http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the Request for Proposal (RFP).
