- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to purchase the following items: DT-369 Hydrophone, quantity 9 and DT-369 Hydrophone Mount, quantity 9 in support of the Critical Transducer Program (CTP). A firm fixed price type contract is anticipated. NAICS Code 334511, Size Standard is 750 employees. This requirement is unrestricted. Request For Quotation (RFQ) number is N66604-11-Q-3123. NUWC Division Newport is expected to place a purchase order with Argotec, Inc., Ft. Lauderdale, FL. They are the only known source because the drawings and specifications are proprietary to Argotec, Inc. The government does not own documentation that describes the internal design of the DT-369 Hydrophone and mount. All other timely offers will be considered. Offerors for other products must contain complete product information and prices. Evaluation criteria will include technical capability, past performance, and price. Each is equally important. The following addenda or additional terms and conditions apply: For those items greater than $5,000 per unit, DFAR Clause 252.211-7003 Item Identification and Valuation is applicable. Offers should include price and delivery terms and the following additional information: Cage Code and DUNS #. Offers must be submitted to Commercial Acquisition, Building 11, Naval Undersea Warfare Center Division Newport, Code 11912, Simonpietri Drive, Newport, Rhode Island 02841-1708, faxed to 401-832-4820. Contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) and ORCA (http://orca.bpn.gov/) to be eligible for award. Instructions for registration are available at the websites. Required delivery is 14-16 weeks after award, F.O.B Destination Naval Station Newport, RI.
