- Description
- On or about 31 May 2011, The NATIONAL PARK SERVICE, SOUTHEAST REGION, GULF ISLANDS NATIONAL SEASHORE CONTRACTING OFFICE, 1801 GULF BREEZE PARKWAY, GULF BREEZE FL 32563 will issue an INVITATION FOR BIDS for the removal and disposal of asphalt concrete debris (chunks 2" and larger) scattered along 100 acres of open beach on Santa Rosa Island in Southeast Escambia County located approximately 10 miles south of Pensacola Florida. The bid closing date will be on or about 29 June 2011 and all bids timely received will be publicly opened at 2:00 PM (CDT) unless extended by amendment. Late bids will be returned unopened. The acquisition will be conducted in accordance with policies and precedures for solicitation,evaluation and award prescribed in FAR PART 12--ACQUISITION OF COMMERCIAL ITEMS and FAR PART 14--SEALED BIDDING. COMPETITION REQUIREMENTS:This procurement will provide for full and open competition after excluding one or more sources. This proposed Acquisition is set-aside for exclusive competitive participation by SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS CONCERNS. The appropriate NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE is 562119 with a related SMALL BUSINESS SIZE STANDARD of $12.5 million. PROJECT DESCRIPTION:The contractor will provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to collect, separate, load, haul and dispose of an ESTIMATED 6,500 CUBIC YARDS of asphalt concrete debris (rubble). To the extent possible, the work will be performed with manual labor using hand tools supplemented by equipment where necessary to demo larger pieces into manageable size for re-use, recycle or disposal offsite at a permitted C&D debris disposal facility or Class III landfill license by the State. The work site will accommodate 8-10 cubic yard rock boxes (any larger roll-off containers would be impractical due to lawful weight restriction on Florida roads and bridges). The volume of debris is NOT guaranteed and payment will ONLY be made on actual quantity based upon load tickets, Government in-process inspection or otherwise as approved by the owner. Debris, rubble, and inert material resulting from under this contract shall be handled and disposed in a manner that meets federal, state and local laws. Work hours: between 7 AM and 5 PM Monday - FRIDAY. The anticipated contract duration period is 120 calendar days from Notice To Proceed. SERVICE CONTRACT ACT WAGE RATES incorporated into the solicitation will apply. The magnitude of the contract budget award amount is $250,000 to $500,000 dollars. Registering is NOT required to access solicitation documents, but only registered contractors will be notified, by email, when amendments to the solicitation are issued. THE ANTICIPATED AWARD DATE is AUGUST 15, 2011:A FIRM-FIXED UNIT PRICE contract award will be made with reasonable promptness to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.
