Opportunity Number: W900KK-11-R-0022 Title: Battle Command Training Branch (BCTB) Program Contract Vehicle: STOC I Task Order 0007 Closing Date: 05/18/11 Brief Summary: NOTICE OF INTENT TO AWARD - Extension of services as per FAR 52.217-8 Option to Extend Services The PEO STRI Program Manager for Constructive Simulations (CONSIM) is contemplating a 6 month extension of the current task order for the Battle Command Training Branch (BCTB) program based at Ft. Hood, TX. This program consists of providing professional training services to Soldiers at Ft. Hood and other designated sites located on U.S. Army facilities and bases. PROGRAM DESCRIPTION: The Fort Hood BCTB plays a critical role in supporting the Commander's overall training strategy and serves as the Commander's single point of contact and Subject Matter Expert (SME) for all Battle Command (BC) training and training support at home station. We enable both individual and collective BC training and rely on the extensive use of simulations across all phases of training from individual operator/leader to collective training for platoon through Corps. Currently, the BCTB provides the following BC training capabilities: Individual operator and leader training on ABCS/C4ISR systems Battle Staff Training and Integration (BN/BDE) STAFFEX, CPX, MRX support (exercise design, SIM/STIM, network, etc) Provide backbone and connectivity for BDE/BN CDRs to create a Live-Virtual-Constructive-Gaming environment Senior Leader Training sessions on BC systems (executive overview) CO/TRP/BTRY and below collective training ACQUISITION APPROACH: This extension with Northrop Grumman Space & Mission Systems will extend the current task order for 6 months until a new competitively awarded contract can be executed. This extension is being awarded as per FAR 52.217-8 Option to Extend Services and will require the approval of a Justification Review Document for Exception to Fair Opportunity document. Northrop Grumman Space & Mission Systems currently performs this task order requirements under Task Order 0007 from the STOC I contract N61339-00-D-0712. The current STOC I Task Order 0007 expires on 22 September 2011. The extension of the period of performance will be 6 month base effort through 22 March 2012. ESTIMATED DOLLAR VALUE: Approximately $11M RESPONSES REQUESTED: This notice is provided to verify that no other sources can meet the requirement for this particular extension effort. NOTICE: Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR 52.217-8. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification.
