Emergency, on-call patient transport and ground transportation and shuttle services Primary NAICS Code: 485999, All Other Transit and Ground Passenger Transportation Solicitation Number: VA797-11-RQ-0108 Notice Type: Request for Information (RFI) for Seeking Business Collaborations to establish multiple awards (BPAs) to help transport America's Veterans from VA medical centers in times of emergencies. Synopsis: This is a request for information only to collect open market contacts for GSA contractors for subcontracting opportunities under Veteran Affair's Emergency, on-call, Air/Ground Patient Transport Services throughout the US and territories. Services are intended to augment local emergency evacuation operations, and other patient movement operations and incidents. Veteran patients will be transported from VA Medical Centers to a safe area up to 500 miles. THE PURPOSE OF THIS REQUEST FOR INFORMATON (RFI) IS SOLELY FOR INFORMATION AND COLABORATE PURPOSES ONLY AND DOES NOT CONSTITUTE SOLICITATION. ANY INFORMATION PROVIDED IN RESPONSE TO THIS REQUEST FOR INFORMATION (RFI), WILL BE USED FOR INFORMATION PURPOSES ONLY AND WILL ONLY BE RELEASE TO THE INTERESTED PARTIES TO SOLICITATION VA797-11-RQ-0108. ANY PROPRIETARY INFORMATION SUBMITTED WILL BE PROTECTED. Per the Federal Acquisition Regulation (FAR) Part 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT1997): a.The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b.Although "proposal" and "Offeror" are used in the Request for Information, your response will be treated as information only. It shall not be used as a proposal. c.This solicitation will be issued for the purpose of: oTo seek collaborate business relations with GSA Schedule contractors seeking commercial prime/subcontracting business relations that will meet the needs of the Department of Veterans Affairs. oThe VA has issued a Request for Quotations to GSA Contractor's to establish multiple, FAR part 8, BPAs for on-call non-personal services for service related to emergency, on-call, Air and Ground patient transport/medical treatment and ground transportations/shuttle services for travelers and transportation and shuttle services needs. Services must include, but not limited to, a full range charter air and ground assets and patient care capabilities needed during patient movement, in addition to providing transportation services for travel and shuttle services. Place and period of Performance: On-call emergency patient transport and transportation/shuttle services are to be provided to all twelve regions established, for a five year on-call performance period: The Department of Veterans Affairs encourages all interested parties to provide possible solutions and potential cooperation in forming business relationships among industry peers that result in a final proposed solution (BPA). Although the NAC is unable to coordinate commercial business agreement between contractors, a list of responding companies will be distributed to all interested parties This Request for Information is to assist GSA contractors, and encourage, and promote the need and value for GSA schedule contractor offering the required services for Vas needs during emergencies. Written communication received will be considered solely for the purpose of compiling and distributing a list of companies responding to this RFI. A solicitation is not currently available. All interested parties can discuss or provide information using the following recommended information: 1.A company profile, including name of business, DUNS number, CCR registration, and other pertinent information. 2.A description of capabilities. 3.Does your company currently provide patient transport services and ambulance services to the VA either on an incidental, or recurring (contracted) basis? 4.The business size and business socioeconomic category; Being the Department of Veterans Affairs, preferences are given to Service-Disabled Veteran Owned Small Business, Veteran-Owned Small Business. Please note, all SDVOSB's and VOSB's must be verified by the office of Small Disadvantaged Business Utilization's Center for Veterans Enterprise (CVE) prior to receiving any award. All other small business designated are encourages to seek this opportunity. This is not a set-aside procurement Cooperating parties should respond not later than Friday, June 1, 2011 at 4:00 P.M. Central Time. Information received after the time and date specified may be considered. THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COST INCURRED IN RESPONSE TO THIS REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES.
